Was born in Moscow, in 1989 graduated from the Highest military construction college in Leningrad (as "electrical engineer"). After its termination served in technological department of AF of Russia who was engaged in implementation of information systems. After demobilization worked in Academy of staffing (nowadays Russian academy of management and agrobusiness) by the chief of computer center.

To Croc company Mr. Shain came in 1997 to a position of the manager of department of information technologies. Was directly involved in a number of projects:

  • development and deployment of the scanner of ballots within the Elections state automated system federal program;
  • development and deployment of distributed system of data collection and processing based on hardware SIB-2000 complex;
  • development of a package of measures for solution of the problem of 2000;
  • development and deployment of an end-to-end information system in clinic of FSB.

In 1999 was the expert "The open Internet listenings under the bill "Problem of 2000" organized by the State Duma of Russia.

Andrey Shain, the manager of department of information technologies of the Croc company specializing in system integration headed the department created in the company according to the solution of "a problem of 2000". The division headed by it is engaged in testing of hardware and software systems and prevention of possible negative effects of approach of 2000. According to Mr. Shain, the new department will combine efforts of all staff of firm in which coordination he also will be engaged. "We work with each client individually. After inspection of information systems we make the decision on what to go ways", - he says.

Held positions of the associate director of department of information technologies and the director of work with corporate customers of a public sector of Croc company later.

In 2010 it is appointed to the position of the First Deputy CEO of GMTs of Rosstat.
