Keysystems: MSU-SMART (Municipal samoupravleniye-KS)

The software package "MSU-SMART" is the solution for complex automation of activity of local government authorities and updating of information located by them for management of socio-economic indexes of municipal entities and the region in general.

The essence of the solution consists in creation of the single centralized information system of municipal entities at the level of the region (municipal district) integrating in itself information storage and also effective instruments of work with it based on front lines the Internet - technologies.

Tasks:

• effective modern organization of providing public and municipal services in electronic form to the population;
• implementation of interdepartmental, structural and inter-level electronic interaction of local government authorities, public authorities and federal agencies;
• sale of mechanisms of interest of municipal entities in increase in expense efficiency of local budgets;
• planning of tax capacity of municipal entities and the organization of purposeful work on increase in a taxable basis and attraction of an additional income in local budgets;
• quality evaluation and effectiveness of work, carrying out rating assessment based on work of local government authorities at the regional or municipal levels.

As a technology basis of the MSU-SMART PC uses own innovative development – the platform SMART which does not have analogs in Russia and using all advantages of the multi-user systems and also the Internet and services working with it.

Use of the centralized database at the level of the region (area), automatic update of client jobs provide cutting of costs for maintenance, increase reliability of data storage. The service-oriented architecture and use of Internet technologies allow all interested bodies to get an information access, available municipal authorities.

The uniform centralized database containing information on the population, the earth, property, personal farms (on the basis of these household books) all area or the region, allows to receive reports of financial and economic, tax and statistical property. In turn, information storage can be used for rendering the public and municipal services to the population, for implementation of a system of interdepartmental electronic interaction. And ensuring uniform program approach allows higher level to estimate efficiency of local government authorities and to possess the most up-to-date information about socio-economic indexes of territories.

The Keysystems company announced in June, 2013 the output of the new module of electronic interaction with Federal State Budgetary Institution Federal Cadastral Chamber of Rosreestr which is implemented as a part of the software package "Municipal Self-government SMART" for execution of requirements of the Federal law of 7/24/2007 No. 221-FZ "About the State Immovable Property Cadastre" and Orders of the Government of the Russian Federation of 8/18/2008 No. 618 "About information exchange when maintaining the State Immovable Property Cadastre".

The module is intended for formation and sending by municipalities to body of the cadastral registration of the XML files containing information about the decisions made by them on the basis of which making changes in data of the State Immovable Property Cadastre is required. The format of the unloaded XML files is implemented according to the Order of the Ministry of Economic Development of the Russian Federation of 10/20/2010 No. 503 "About establishment of requirements to a format of the documents submitted in electronic form in the course of information exchange when maintaining the State Immovable Property Cadastre". Transfer of the following data is possible:

• about the address of a real estate or, in the absence of the address, the description of location of a real estate;
• categories of lands to which the land plot is carried if a real estate is the land plot;
• the permitted use if a real estate is the land plot;
• purpose of the building if a real estate is the building;
• purpose of the premises if a real estate are the premises.
