Keysystems: Svod Smart

Solution development Svod Smart was performed on the platform SMART which substantially expands possibilities of a software package and allows to improve integration of processes of budget implementation and also formation of the consolidated budget reporting under all network of participants of budget process and the public (municipal) institutions.

Application of the Svod Smart system will allow:

• ensure functioning in all widespread browsers: Opera, FireFox, Safari, Chrome;
• implement printing of reports in OpenOffice, HTML and other formats;
• ensure remote work on bad, unstable communication channels, an opportunity for work in offline mode;
• upgrade the platform of a system, the user interface, perform integration into the MS Excel;
• use convenient to Windows interface in remote workplaces without installation of local base (SMART CLIENT);
• upgrade the Designer of Reports mode, the translation of any reporting from the MS Excel in the software the copying insert mode;
• change a storage system that, in turn, minimizes the size of databases;
• accelerate data processing, perform adjustment of results to "raid";
• increase the number of the organizations connected to the single database (to tens of thousands);
• implement the XML-interchange format data.

2016: 48 regions of Russia collected annual accounts for 2015 in the Svod Smart PC

Financial bodies of territorial subjects of the Russian Federation completed in the spring of 2016 delivery of the annual report for 2015 in the Ministry of Finance of the Russian Federation and Federal Treasury. 48 regions of Russia performed collecting and consolidation of the reporting of appropriate levels of the budget using the software package "Svod Smart".

Specialists and the chief accountants of financial bodies of regions note that preparation of the annual report took place in the normal mode as there were no serious changes in forms, their checks and transmission formats. Nevertheless, already starting with the monthly reporting in 2016, the majority of forms were changed in connection with innovations in regulating documents, besides, classification of transactions of the sector of public administration was excluded. The advanced mechanism of updating of a complex allowed users of a software package to receive quickly all changes at once, literally in a few minutes after their statement.

In the course of preparation of the annual report users highly appreciated opportunities new "The module of loading (import) of the reporting to the Svod Smart PC from the 1C: Budget Institution Accounting PC. Using new development of Keysystems company users had an opportunity of besfaylovy transfer of the reporting directly in the Svod Smart PC that allowed to reduce considerably time expenditure by collection of information from subordinated organizations and also to completely exclude manual entry and to minimize quantity of errors by transfer of data in a file type.

Unloading of report forms in FTS is implemented in software packages of Keysystems

In the software packages "Svod Smart" and "Estimate SMART" specialists of Keysystems company implement unloading of report forms for 2013 financial year in a format of providing data in the Federal Tax Service.

For the purpose of minimization of time for providing annual report forms in the Federal Tax Service by budget, autonomous and state institutions and also ensuring the principle of single data entry, in the software packages "Svod Smart" and "Estimate SMART" implement the corresponding format of electronic unloading. Thus, the organizations providing the reporting to the main managers of budgetary funds and financial bodies verify and adjust it in directly in the Svod Smart PC with the subsequent unloading in FTS. This mechanism excludes a human factor and possible errors at information input: data to FTS are transferred after passing of multistage control to completeness, consistency and correctness which is provided with functionality of the Svod Smart PC.

The software package "Svod Smart" is integrated with the Open Data of Russia portal (data.gov.ru)

The portal of open data of the Russian Federation – one of key instruments of implementation of state policy in the field of open data to which the part of a backbone element, cores of an ecosystem of open data of the Russian Federation is assigned. The Keysystems company together with the Ministry of Finance of the Irkutsk region carried out in September, 2014 unloading and transfer on the data.gov.ru portal of data from the regional system of the consolidated statements constructed on the basis of the software package "Svod Smart" in form 0503317 "The performance report of the consolidated budget" and 0503117 "The performance report of the budget".

Further is going to expand with the Ministry of Finance of the Irkutsk region the list of the data placed from the Svod Smart PC on the portal of open data of the Russian Federation.
