Keysystems: SVOD-WEB

The software package "SVOD-WEB" is automation of process of formation of the budget reporting on the scale of the territorial subject of the Russian Federation.

As of December, 2011 the solutions constructed based on "Svod-WEB" are applied to collecting of the consolidated statements in 40 subjects of the Russian Federation, thus "Svod-WEB" surely advances all competitive solutions and becomes the leader in the segment. Only within this year the Kostroma, Murmansk, Sverdlovsk, Smolensk, Tambov, Tver regions, the Republic of Karachay-Cherkessia, Chukotka Autonomous Okrug and Kamchatka Krai were connected to a system. In many regions in process of construction of communication channels the scale of a scope of the organizations of the sector of the public and municipal administration significantly extended, financial bodies prepared and started more than 150 own regional forms of the operational management reporting in work, in a number of regions full-scale projects on implementation of legally significant electronic document management using the EDS are started.

The Svod-WEB complex is completely updated according to Orders of the Ministry of Finance of the Russian Federation No. 191n, 33 N and other regulating documents. In the 4th quarter the most demanded were possibilities of a complex on implementation of provisions of Order No. 86n and Letter of the Ministry of Finance of the Russian Federation No. 18-05-08/203 of 10/27/2011 "About carrying out preparatory work for placement on the official site on the Internet of information on the public and municipal authorities". The corresponding work in "Svod-WEB" is already conducted in more than 25 subjects of the Russian Federation.

In March, 2013 the Keysystems company reported that in the software package "Svod-WEB" forms by order of Federal State Statistics Service of October 30, 2012 N 574 "About the statement of statistical tools for the organization of federal statistical observation of number and compensation of separate employee categories of the social sphere and science concerning which actions for increase in the average salary according to the decree of the President of the Russian Federation of May 7, 2012 No. 597 "About actions for implementation of the state social policy" are provided are implemented:

• 0606048 ZP-formation of "Data on number and compensation of educators on categories of personnel" (Application N 1);
• 0606046 ZP-culture of "Data on number and compensation of workers of the sphere of culture on categories of personnel" (Application N 2);
• 0606047 ZP-science of "Data on number and compensation of employees of the organizations performing research and development for categories of personnel" (Application N 3);
• 0606049 ZP-sots. sphere of "Data on number and compensation of workers of the sphere of social service on categories of personnel" (Application N 4);
• ZP-zdravookhreneniye's N0606045 of "Data on number and compensation of workers of health sector on categories of personnel" (Application N 5).

The choice of regions, first of all, is caused by efficiency, speed of updating of the solution and convenience of use, besides the solution created on the basis of Internet technologies is capable to work on the scale of all subject. The most urgent task along with collecting of the budget reporting is the problem of regular monitoring and quality evaluation of management of budget process of municipal entities of the subject. Today all users have an opportunity to successfully solve an assigned task - in the Svod-WEB system specialized report forms which allow to estimate quality of the following aspects of management of budget process in municipalities are developed: 1) budget planning; 2) budget implementation; 3) management of a municipal debt; 4) rendering municipal services; 5) transparency of budget process.

Thus, use of the Svod-WEB PC is a receiving the transparent and managed process of collecting of the reporting at all levels of the region, control at all its stages and completely automatic routing of documents. The specified characteristics are a necessary factor for implementation in regions of the concept of "the electronic budget".

• The principle of uniform information base makes any change of forms or control ratios available to all users of base at the time of change at once. The same principle provides uniform methodology and rules of a reporting preparation for all vertical of budgetary institutions.
• For formation and check of control ratios by those PBS which for a variety of reasons have no steady communication channels, specialized Excel templates is provided.
• Data loading from widespread accounting programs (1C, Parus, etc.) is provided, a manual set of forms thereby is excluded.

In the software package "Svod-WEB" at the end of 2011 the mechanism of formation of a standard form of the state (municipal) tasks is implemented. The corresponding updating of a complex is delivered within standard license maintenance without additional payment.

PC users of "Svod-WEB" have an opportunity to create in the automatic mode the document reflecting the list of the public (municipal) services and also the purposes and problems of their implementation in the form of a standard form and according to provisions of Federal Law No. 83-FZ. Similar expansion of functionality is especially relevant for municipal entities as will allow to resolve quickly issues on creation of forms of municipal tasks based on one solution - the Svod-WEB PC. It should be noted that this software product also provides process of collecting and placement of data on the public (municipal) institutions on the official site of GMU according to the Order of Ministry of Finance of the Russian Federation No. 86n, performing unloading of a number of indicators among which there are data of the USRLE, information on the state (municipal) task for rendering services, on the plan of financial and economic activity, on transactions with target means from the budget and also information on budget commitments and their execution.

The form of the state (municipal) tasks is an initial stage of multistage process of formation of the state (municipal) tasks. The full stroke of automation of the state and municipal tasks is provided in the State (Municipal) Task complex which automates the following processes:

• maintaining register of the public (municipal) services;
• calculation of standard costs on rendering the public (municipal) services;
• drawing up justifications of budgetary appropriations;
• preparation, statement and approval of documents of financial body;
• task performance quality evaluation at the end of the reporting periods;
• multidimensional data analysis about the state (municipal) tasks and their execution.

In the system of collecting of the reporting "Svod-WEB" the reporting form allowing to perform data collection according to the telegram of Ministry of Finance of the Russian Federation No. 12-08-06/263 of 1/27/2012 is developed and exposed at the beginning of 2012 in the system of updating. The form is provided to all users of the Svod-WEB system free of charge and can be collected and reduced on all municipal entities and the main managers of the subject.

The form has code 255_ZP and consists of two tables:

• Information on opening by territorial authorities of Federal Treasury, financial bodies of territorial subjects of the Russian Federation (municipal entities) of personal accounts to state governmental agencies of the territorial subject of the Russian Federation (municipal public institutions) for accounting of transactions with budget funds of the territorial subject of the Russian Federation (the local budget);
• Information on opening by territorial authorities of Federal Treasury, financial bodies of territorial subjects of the Russian Federation (municipal entities) of personal accounts to the public budget and autonomous institutions of the territorial subject of the Russian Federation (municipal budget and autonomous authorities) for accounting of transactions with budget funds of the territorial subject of the Russian Federation (the local budget) and also the personal accounts intended for reflection of operations on the powers of public authorities of territorial subjects of the Russian Federation (local government authorities) transferred to the public budget and autonomous institutions of territorial subjects of the Russian Federation (municipal budget and autonomous authorities) on execution of the public obligations to the individual which are subject to execution in cash.
