Softline implemented a corporate portal for City administration of Ivanov

Specialists of Softline company completed the project on implementation of a corporate portal for City administration of Ivanov based on Microsoft SharePoint Server 2010. In a project deliverable the staff of the organization received a centralized system of the publication of necessary information in work in a format of news, an event calendar and documents.

The city administration of Ivanov is the executive local government authority given authority on problem solving of local value and on implementation of the separate state powers delegated to local government authorities of the city by federal laws and laws of the Ivanovo region.

To the project in the organization means of joint work, such as corporate portal were not used – for storage of working documents the file server was used and if approval of documents was required, then files were sent by e-mail. The lack of access control systems to necessary documents and accounting of version control and also the automated process of approval and document approval led to loss of a part of information. For the solution of these tasks and also for increase in employee performance the decision on creation of a common information space was made. As the platform specialists of Softline company with which at City administration of Ivanov the agreement of Microsoft Enterprise Agreement is signed suggested to use Microsoft SharePoint Server 2010.

Alexander Andreevich Susin, the deputy manager of administration staff of the city Ivanova, tells: "This project is an important part of the program for formation of "the electronic government" in local government authorities and is directly connected with informatization process development. According to the development strategy of administration in the field of IT, further we plan system implementation for joint work with documents. The Microsoft SharePoint Server 2010 platform will allow to solve this problem without excess costs. Its technology flexibility, scalability, intuitive simplicity of work for end users in the familiar Microsoft Office environment and also a possibility of a fast and full integration with other applications became not less important selection terms of the Microsoft SharePoint business platform".

For convenience of work of users integration of the portal with the system of e-mail based on Microsoft Exchange unrolled in City administration is carried out calendars of heads for planning of the general meetings, meetings and the system of search which allows to save time of employees are configured, increasing their efficiency. In standard functionality of SharePoint if the user wants to browse, for example, the calendar of the colleague, he needs to look for manually it in all list. Specialists of Softline finished this functionality – an opportunity on the special page to browse calendars of the employees entering into special groups is organized.

For ensuring corporate security access rights to information which is contained on a corporate portal are configured. During creation of design of a resource of analytics of department of solutions of Microsoft of Softline company considered wishes of staff of Administration and offered several versions of the model. During the project developers configured a logical structure of the portal in Russian.

Roman Romantsov, the Head of Department of solutions of Microsoft of Softline company, says: "Taking into account all requirements news feeds, reference books, an event calendar, the module for corporate newspapers were unrolled, different informers are placed and other functionality of the solution is implemented". In a project deliverable on creation of a corporate portal based on the Microsoft SharePoint Server 2010 City Administration of Ivanov received the system of the publication of information with the centralized distribution of access rights to the stored information. Users noted that the implemented system increased quality and speed of the publication, storage and obtaining information in a document type, news, actions and cards of employees at the expense of what the quality of information support and interaction of personnel of the organization increased. Migration allowed to reduce e-mail traffic by SharePoint, now for joint work employees use the center of documents.

Larisa Dmitriyevna Kosterina, the head of department of information resources of City administration Ivanova, tells: "The Microsoft SharePoint platform allowed to create uniform access point to corporate information and a basis for building of effective communications in Administration. Degree of knowledge of employees grew by 30%, and search time of necessary information in work was reduced more than twice".

Sergey Olegovich Zolkin, the First Deputy Head of administration of the city Ivanov, notes: "The implemented system on the Microsoft SharePoint platform in a complex automates activity of Administration that increases management efficiency and regulates procedures of interaction of imperious branches and divisions with each other. During testing we estimated possibilities of Microsoft SharePoint and in the future we are going to organize electronic document management for the purpose of adjustment of a centralized system of storage and approval of documents. Afterwards the portal should become the main point of entry of employees for the solution of the majority of business challenges".
