From April, 2012 to December, 2013 - the Chairman of the Committee of informatization of the Novgorod region.

Biography

Andrey Bratash was born in 1983. In 2005 graduated from GOUVPO Voronezh State University majoring in "electronic mechanical engineering".

Worked as the technician in Rif companies (Voronezh), the engineer in "Banking information technologies" and "RAMEK-VS" (St. Petersburg). In 2009 held a position of the associate director, since 2011 - directors of GU "Novgorod Information and Analytical Center".

In February, 2012 Bratash was appointed the head of department on implementation of the innovative technologies in executive bodies of the government of the Novgorod region, and in April, 2012 - the Chairman of the Committee of informatization and communication of the Novgorod region.

2013: Dismissal from a post of the chairman of IT committee

On December 20, 2013 the governor of the Novgorod region Sergey Mitin signed the order about the termination of the office contract with Andrey Bratash.

"Andrey Bratash's dismissal is caused by the fact that the position of the Chairman of the Committee of informatization by the Novgorodian of area which he substituted requires fair execution of job responsibilities. Because execution of job responsibilities by Andrey Bratash and implementation of the assigned tasks facing executive authority of the Novgorod region according to official regulations of the Chairman of the Committee of informatization by it caused many complaints, the decision on leaving of a position by it is made", - explained TAdviser of a reason for leaving of Bratash in the government of the Novgorod region.

2014: Criminal case about fraud

At the end of August, 2014 the Novgorod district court pronounced a conviction on criminal case against the former Chairman of the Committee of informatization and communication of the Novgorod region Andrey Bratash. He is found guilty of commission of the crimes provided by Part 3 of Article 159.2 of the Criminal Code of the Russian Federation (fraud when receiving payments).

Criminal case concerning the ex-chairman of IT committee of the region was opened in March. As then reported the investigation, from March, 2012 to December, 2013 for the purpose of obtaining illegal compensations for leased housing, Bratash provided the false documents confirming its entitlement to compensation of hiring of housing in the amount of 25 thousand rubles monthly in management of financial provision of the government of the Novgorod region.

"However actually he paid the smaller amount, and disposed of the remained means at discretion", - set law enforcement agencies.

During the investigation of criminal case additional criminal episodes were revealed. One of them, in particular, is connected with the fact that in December, 2012 and in November, 2013 Andrey Bratash submitted to management of financial provision on work location the expense report about the expenses which are allegedly made by it in a business trip - for hotel accommodation of St. Petersburg for the amount more than 30 thousand rubles. However, as the investigation found, he did not live in hotel, the relevant documents on payment of services of hotel were not issued to it.

Total amount of the damage caused by actions of the ex-chairman of IT committee was more than 400 thousand rubles.

According to prosecutor's office of the Novgorod region, Andrey Bratash admitted the guilt in commission of crimes in full. The court verdict to it imposed fine in the amount of 400 thousand rubles with deprivation of the right to hold positions of the public and municipal service for a period of 3 years.

2018

For September, 2018 Andrey Bratash is the head of project department of RealTrac Technologies company. Has 11 years' experience of development and integration of IT solutions and 7 years' experience of project activity.
