Rostransnadzor starts the pilot centers of monitoring and control of transport for delivery of dangerous loads

"NIS GLONASS" developed the system of remote control of transport for transportation of dangerous loads (SDKN-OG), within competition which was announced earlier by Rostransnadzor, the company reported on December 7, 2012.

Functionality

For the automated control and supervision of transportation of dangerous loads the Center of monitoring of Rostransnadzor is created (the main automated supervisory center and supervision - ATsKN), territorial ATsKN in two pilot zones – the Southern and Central federal districts are unrolled.

SDKN-OG based on GLONASS/GPS technologies is intended for ensuring transport security. With its help the majority of the processes connected with need to control transportations of dangerous loads by the motor transport are automated. In real time a system displays on the electronic card supplied about location of the vehicle, the information on the issued special permission to transportation of dangerous loads, location of mobile and stationary checkpoints, the permitted parking lots and other parameters. On the basis of these parameters in the automatic mode the facts of violations are fixed, the analysis is carried out them and control of observance of statutory rules of transportations is exercised.

Objectives

Creators of the project noted that a system performs functions of warning of violations of transport security.

"It is representable that in a system the vehicle transporting a dangerous load which gathers speed is registered and, having deviated from a route, goes to the locality. In that case the manager of the automated center has an opportunity to quickly react and notify authorized bodies on this fact where the decision on need of holding operational actions for interception of potentially dangerous vehicle will be made", - the project manager in the direction of Rostransnadzor of NIS company Alexey Dogadin noted.

For December 7, 2012, according to integrator, the equipment of satellite navigation a GLONASS/GPS equips 12909 units of the vehicles transporting dangerous loads. According to the order of Ministry of Transport No. 20 of 1/26/2012 since January 1, 2013 all vehicles of category N transporting dangerous loads should be equipped with an aircraft equipment on GLONASSGPS a basis(es) to transfer information on the location to ATsKN of Rostransnadzor.
