Transition to the program and target principle of budgeting, in addition to development of methodology and review of an algorithm of design of the regional budget, demanded upgrade of the software tools applied in the Ministry of Finance of the Tver region. The automated control system for budget process of the Tver region is constructed based on the interconnected software packages "Storage-KS" (planning of the budget) and "Budget-CS" (budget implementation). During 2012 specialists of Keysystems LLC developed and implemented new functionality of an automated system for formation and budget implementation on the basis of state programs. As a result, in the shortest possible time it was succeeded to provide the automated formation of the program budget.
