The modern world is characterized by the accelerating integration processes. The budget system of Russia, following universal trends, for quite some time now began to operate with such concept as "the electronic budget".

The first problem which developers of "the electronic budget" in regions face is creation of the full regulatory base for the organization of electronic interaction between different departments and organizations. Creation of the protected electronic document management using the electronic digital signature (EDS) – the major task at creation of "the electronic budget". All software products from Keysystems support a full-fledged work with the EDS.
