Biography

Kirill Stepanenko was born on May 9, 1981 in St. Petersburg.

In 2003 he graduated from St. Petersburg State University of Economics and Finance with a degree in Marketing Management, in 2001 he studied at the School of Exchange Business at the St. Petersburg Stock Exchange.

From 2003 to 2007, he held various positions in the companies North-West Telecom OJSC and MTS OJSC.

From 2007 to 2010, he worked at the Ministry of Economic Development of the Russian Federation as Deputy Head of the transport Reform and Communications Department of the Department of State Regulation of Tariffs, Infrastructure Reforms and Energy Efficiency. While working at the Ministry of Economic Development of the Russian Federation, Kirill Stepanenko was a member of the Board of Directors of OJSC, Chukotkasvyazinform OJSC and Ingushelektrosvyaz OJSC, as well Bashinformsvyaz as a member of the Audit Commission of OJSC.Svyazinvest

From May to October 2010, he was Deputy Head of the Department for Regulation of Natural Monopolies in the Field of Communications at the Federal Tariff Service of the Russian Federation.

In 2010, he joined OJSC VimpelCom as the head of interaction with state authorities. Kirill worked in this position until July 2012.

Kirill Stepanenko was an adviser to the general director of OJSC Central Suburban Passenger Company.

Since 2012, he worked as director of the department for regulating radio frequencies and communication networks of the Ministry of Telecom and Mass Communications of the Russian Federation.

In April 2013, he headed the State Committee for Emergency Situations.

In March 2016, [1] was appointed Deputy Chief of Information Technology and Communications of the Moscow Metro[1].

2026: Appointment as Head of RFID Development Association

Former Deputy Chief information officer of the Moscow Metro Kirill Stepanenko headed the created association for the development of RFID radio frequency identification technologies, which was registered in Moscow on February 3, 2026. Corresponding changes were made to the Unified State Register of Legal Entities in February 2026. RFID is a radio frequency identification technology for contactless data exchange between a card and a reader. RFID cards are used in payment systems, logistics, transport and access systems.[2]
