Plans to create a fake news recognition service
Date service based on artificial intelligence, which will check the news for reliability, proposes to create Rospechat. This was announced on August 4, 2020 by RBC with reference to a letter from the deputy head of Rospechat Ilya Lazarev sent to the Ministry of Communications and Communications, where they confirmed the receipt of the document.
It is assumed that for identifications fake news, a data service or aggregator using artificial intelligence will be able to compare "the maximum number of facts related to the message" and identify incorrect ones. It follows from the letter that the service will take into account the authority of the source, the time of publication, links, photos and videos. The development is estimated at 94.3 million, rubles the creators plan to manage by 2023. Companies and individuals can use it.
The Ministry of Communications, according to its representative, together with the deputies for digital transformation of federal ministries and departments, is working on the formation of a passport for the federal project "Artificial Intelligence." Rospechat's proposal is only one of many that come to the Ministry of Communications in response to a request from Deputy Minister Maxim Parshin, a ministry spokesman added.
Facebook has been looking for ways to combat fake news since 2016, said company vice president Adam Mosseri. Then in the menu of the social network there was an opportunity to complain about the presumably unreliable news. In this case, the message is sent for verification to third parties. If the check shows that the information in the message is incorrect, it is marked as "controversial" and cannot be distributed as an advertisement[1].

Law enforcement agencies are checking the targeted use of funds that the Federal Press and Mass Communications Agency (Rospechat) has allocated to a number of opposition-oriented media, including RBC-TV and Dozhd TV channels, the Izvestia newspaper[2][3]
According to the publication, Rospechat provided financial support for these television channels, as well as the Moskovsky Komsomolets newspaper and the Ekho Moskvy radio station from 2010 to 2014 on the basis of a decision of the agency's expert council. In particular, Dozhd received 30.6 million rubles, RBC-TV - 4.5 million rubles.

According to Izvestia, Dozhd in 2011 and 2012 received funds for the production of a cycle of social advertising videos "All different. All equals. " The state paid for seven videos of 60 seconds at 1.3 million rubles for each. The TV program "Books" on the channel also received a subsidy of 2 million rubles. In 2013, Dozhd did not receive state support, as the channel's website went into paid mode.
2013: Dozhd TV channel was denied subsidies
On February 18, 2013, the Federal Press and Mass Communications Agency held a meeting of the Expert Council on the selection of organizations that receive state support that produce, distribute and (or) replicate socially significant projects in the field of electronic media, including the creation and maintenance of sites of social or educational importance on the Internet.
According to the head of Rospechat M.V. Seslavinsky, 254 applications were considered by the meeting participants. Despite the fact that in 2013 the amount of federal budget funds provided for state support of socially significant projects in the field of ESMI decreased significantly compared to last year, the agency will continue to finance such well-known programs as "Smart Women and Smart Men," "Wait for Me," "ABVGDeika," "In the World of Animals," etc.
Priority topics include support for persons with disabilities and persons with disabilities. Part of the subsidies was allocated for the implementation of projects for the Inva Media TV channel, which will cover issues of their inclusion in society. Traditionally, a number of projects have been supported for children's audiences, including for viewers of the Carousel TV channel and listeners of Children's Radio.
Also, the Expert Council received applications for the production of two documentaries planned for screening on the air of Public Television of Russia. Both projects are supported, viewers will see films in the fall of 2013.
The largest amount of subsidies from Rospechat received VGTRK. The agency finances 13 projects for VGTRK TV channels and five for the holding's radio stations. In addition, Rospechat allocates subsidies for nine projects of the Mir TV channel and four programs of the Carousel children's channel. Once again, the agency will receive the program "Wait for Me," which is broadcast by Channel One. In 2012, 16 million rubles were allocated for its production.
In addition, Rospechat approved the project of the RBC-TV channel - a weekly program about books.
At the same time, the Federal Press and Mass Communications Agency (Rospechat) refused Dozhd TV channel to provide state subsidies in 2013. The channel applied for financing four programs: "Ecology," "Russia for All," "Poems about the Great Patriotic War" and "Books." The reasons for the refusal of funding are not specified, the channel said that the announced programs were suitable for topics that Rospechat called priority in 2013. Among them are patriotic and environmental education, propaganda of family education, prevention of drug addiction.
NTV refused to receive state subsidies in 2013, citing a good financial condition. In 2012, Rospechat allocated 31 million rubles for three canal projects. Among the funded projects were the programs "Profession - Reporter," "Honest Monday" with Sergey Minaev and "Smotr" about the Russian army. The Honest Monday program was closed in the summer of 2012.
