DIT was succeeded to reduce implementation cost and ownerships of one Internet resource to 250 thousand rubles a year

The Moscow Department of Information Technology provided in the spring of 2013 third generation of standard representative office of the Moscow department on the Internet. Unification will allow to make the state websites more recognizable, will increase their attendance due to integration of resources among themselves and will allow to save on web development and technical support significantly.

Passed to the standard website of the new version already 9 departments, including Department of information technologies, OATI, Department of city property and Department on competition policy. In total 37 capital authorities use the unified portals of different generations, 86 more prepare for moving. In particular portals of the majority of prefectures and justices will become standard.

The solution is represented by the designer from functional units which each department can individually configure, depending on the specifics and needs of visitors.

In new generation of standard portals the adaptive imposition allowing to optimize appearance of a resource under the screen of any size without development of special mobile version is implemented. The electronic reception of departments is finished, in particular, users can select by what method to receive the answer to the address, on normal or by e-mail.

The solution underlines sociality of departments — it is possible to bring broadcast of the official microblog in Twitter and also accounts of state agency in social networks and video channels on popular Internet platforms to the homepage. It is possible to subscribe for updates using a RSS tape. The feature for sending messages using ctrl+enter combination and also function of an insert of the code in the blog and export of the page to one of widespread file formats — .doc, by .pdf or .odt is added.

In the nearest future all standard portals will supplement with the guide to official Internet resources, a single system of search and the system of exchange of content thanks to which to learn about significant city events and services, such as new plaintive categories on interactive portals or the beginning of electronic record in the first class, it will be possible irrespective of on what website of department there is a visitor.

The new solution is implemented based on a system "by 1C Bitrix: Management of the website is the Web cluster" that allows the state customer not to depend on specific web developer in the future.

Using the Single system of monitoring it is possible to trace and compare popularity of standard resources among users. Now in rating ZAGS, Department of Transport and Road Infrastructure Development and the Prefecture of Eastern Administrative District are in the lead. After transition of most departments to the unified solution citizens will get access to statistics of cost of each visitor of the state portal counting on costs which were involved by deployment and maintenance of a resource.

Earlier the order of the Government of Moscow of October 23, 2012 No. 642-RP set obligation of use of the standard solution during creation of the official sites of executive authorities of the city. The operator of a system appoints Department of information technologies.

"1C-Bitrix: Management of the website" became for DIT of Moscow the powerful tool on creation, development and support of the standard websites which considerably simplifies interaction of residents of the capital with any official resources of executive power as the portals created on a new sample are similar in structure, existence of modern services and opportunities. At the same time each website – is unique, strictly answers the purpose of the organization and allows to solve its problems in the best way.

Results of stress testing showed that the web resources created within the project maintain over 600 requests per second that is very good indicator of resistance to high loads.

What was received by citizens of Moscow?

• Transparency and simplicity of interaction with authorities. Integration of the websites of the project with the different city systems accelerated receipt of addresses from standard portals of authorities to a city system that provides their operational consideration.
• Viewing web resources from any gadgets. Adaptive imposition allows to browse the websites from the mobile devices having different display resolution.
• Care of visually impaired visitors. The special version for people with visual impairment allows to adapt appearance of the websites according to needs of each specific user. And, such version automatically forms.

What was received by employees of state structures?

Possibility of quick search on contents of documents on the websites, integration of new web resources with a set of the internal, city and public systems, expanded differentiation of access rights, a possibility of creation of the mini-websites for authorities with a large number of subordinated organizations and resistance of web resources to high loads.

The general storage of templates and components allows to release all websites of authorities and government organizations in uniform design. And special mechanisms give the chance on a centralized basis to update and support all Internet resources in current status.

Integration of the created web resources with social networks allows each user to share the pleasant materials with friends, it "is pleasant" to click, having noted thereby work of this or that state institution, to look at the presentations of their services from Slideshare, etc.

Pluses of the project are obvious to the Government of Moscow. This uniform maintenance and operation, centralized operation by security, the high quality standards of the new websites and expense optimization on their creation, development and maintenance within the city program "Information City".
