Hamitov Rustem Zakiyevich is the former President of the Republic of Bashkortostan, till December, 2018. High councilor of a batch United Russia.

Biography

Was born on August 18, 1954 in the village of Drachenino of the Leninsk-Kuznetsky district of the Kemerovo region, Russia.

Education

1971 - left secondary school No. 115 in Ufa.

1977 - graduated from MSTU of N.E. Bauman in "Engines of aircraft".

Career

1977 - 1978 - the assistant to the master, the master of Ufa Engine Industrial Association.

1978 - 1986 - the engineer, the junior researcher, the senior research associate of the Ufa aviation institute.

1986 - 1988 - the head of the laboratory on land use of aircraft engines.

1988 - the head of research and production department of East branch of All-Union research institute of construction of trunk pipelines.

1990 - 1993 - the People's Deputy of the Supreme Council of Bashkir ASSR, the commission chairman on ecology and rational use of natural resources.

1993 - 1994 - the director of Institute of applied ecology and environmental management of the Republic of Bashkortostan.

Since 1994 - the Minister of the Republic of Bashkortostan of environmental protection, environmental management, warning and mitigation of consequences of emergencies.

Since 1996 - the Minister of the Republic of Bashkortostan of emergencies and environmental safety, the member of council of security of the Republic of Bashkortostan.

Since August, 1999 - the Head of Department of warnings and emergency response of Emercom of Russia (Moscow).

Since 2000 - the chief federal inspector on the Republic of Bashkortostan of the office of the Plenipotentiary Representative of the President of the Russian Federation in the Volga Federal District Sergey Vladilenovich Kiriyenko.

2002 - the acting as the Deputy Plenipotentiary Representative of the President of the Russian Federation in the Volga Federal District. In office of the envoy supervised questions of the international and interfaith relations, coordinated activity of territorial authorities of Emercom of Russia, Ministry of Taxes and Tax Collection of the Russian Federation and Federal Tax Police Service of the Russian Federation.

Since February, 2003 - the head of interregional inspectorate for the largest taxpayers No. 4 (supervised the enterprises of power) the Ministries of Taxes and Tax Collection of the Russian Federation.

Since October, 2003 - the head of department of the largest taxpayers of the Ministry of Taxes and Tax Collection of the Russian Federation (since March, 2004 the Federal Tax Service).

On March 22, 2004 - on May 20, 2009 - the head of the Federal Agency for Water Resources (Rosvodresursy) subordinated to the Ministry of natural resources of the Russian Federation.

Being on a post of the head of the agency, suggested to abolish water protection zones, required to raise a payment for use of water bodies, conducted negotiations with China concerning compensations for pollution of Amur River, considered the project of construction of Caspian Sea-Azov channel.

Since July, 2009 - the vice chairman of the board of JSC RusHydro.

On July 15, 2010 - it is appointed the acting president of the Republic of Bashkortostan.

On July 15, 2010 - on May 19, 2011 - combined the President's position with the Prime Minister.

On July 19, 2010 - it is confirmed to the post of the President of the Republic of Bashkortostan.

From August 6, 2012 to November 26, 2015 - combined a position of the Prime Minister of the Republic with the President.

October 11, 2018. The head of Bashkortostan Rustem Khamitov announced early addition of the powers ^[1].

In December, 2018 was a part of Board of Directors oil of the company "Bashneft"^[2].

Awards

On August 21, 2004 - it is awarded with the Certificate of honor of the Government of the Russian Federation - for merits before the state in the field of environmental protection and long-term honest work.

On August 24, 1999 - it is awarded with the Certificate of honor of the Republic of Bashkortostan - for fair work on environmental protection and protection of the population against emergencies.

Public activity

On May 25, 2006 - participated in the official opening ceremony of the 8th International forum "Great Rivers-2006" in Nizhny Novgorod^[3].

July, 2011 - took part in opening of the republican tourist festival "Turfest 2011".

September, 2011 - participated in the Birsk Apple festival.

December, 2011 - took part in work of the first All-Russian forum concerning social tourism in Ufa.

March, 2012 - visited opening of the swimming pool Dolphin in Iglinsky district^[4].

May, 2012 - was visited by a number of the museums of Ufa which joined the annual world stock "Night of the Museums — 2012". Rustem Khamitov examined exposures of the Museum of the 112th Bashkir cavalry division, Republican Museum of Military Glory, art gallery "Miras", memorial house museum of Mazhit Gafuri, the Bashkir state art museum of M.V. Nesterov^[5].

On May 20, 2012 - participated in a sports festival of the cycle movement in Ufa - "Day of 1000 cyclists", to the devoted International day of the cyclist. Together with participants of a bicycle race the President of the republic passed by bicycle from Lenin Square to the area of Salavat Yulaev. The distance of a bicycle race made 10 kilometers^[6].

On June 21, 2012 - at the head of official delegation took part in work of the St. Petersburg International Economic Forum^[7].

December, 2012 - took part in opening of new Sports palace "Sterlitamak — the Arena". Its construction began in 2007, however was soon frozen. In 2011 at the request of Rustem Khamitov building was resumed^[8].

On February 23, 2013 - visited in Olympique Park Ufa before the VI Winter International childish sports^[9].

On February 5, 2013 - took part in work of a meeting on preparation for spring and field works and a situation in the grain market which in the mode of video conference was carried out^[10].

On March 12, 2013 - participated in an official foundation stone laying ceremony to the base of the new perinatal center of network of clinics "Mother and Child"^[11].

October, 2013 - participated in an action of planting of trees in the Ufa square of Mikhail Nesterov. He planted several saplings, communicated to participants of the action - pupils of schools No. 8 and No. of 95^[12].

Scientific activity

Author more than 100 scientific publications, author of the book "Creation of a System of Strategic Management by Safety of the Population of the Subject of the Russian Federation (Experience of the Republic of Bashkortostan)".

Hobbies

Loves mountain skiing.

Reads books on philosophies, memoirs, travel. Does not love detective stories.

"I love music, and all: from classics to fate, from national songs to the Soviet smash hits. I know many tourist songs. I love national Bashkir and Tatar tunes. And the I become more senior, the more I listen to these songs..."^[13].
