Sergey Vladilenovich Kiriyenko (sort. On July 26, 1962, Sukhumi of the Abkhaz ASSR) — the Russian state and political figure, from April to August, 1998 — the Russian Prime Minister. Head of Rosatom corporation. The owner of the third the president of Federation Aykido Aykikay of Russia is given Aikido.

Biography

Sergey Kiriyenko was born on July 26, 1962 in Sukhumi. The father is Vladilen Yakovlevich Izraitel [4], graduated from Moscow State University (further the Doctor of Philosophy, professor and zavkafedra at Nizhny Novgorod institute), mother — Larisa Vasilyevna Kirienko — the Odessa economic institute.

S. Kiriyenko graduate of the known Sochi high school No. 7. Graduated in 1984 from Gorky institute of engineers of the water transport (where his father managed department) and Academy of National Economy at the Government of the Russian Federation in 1993.

Labor activity of the beginnings as the master of shipbuilding plant "Krasnoye Sormovo" after service in the ranks of the Soviet Army in 1986.

In 1987 — 1991 — the secretary of committee of the All-Union Leninist Young Communist League of the plant; secretary of Gorky regional committee of the All-Union Leninist Young Communist League.

In 1991 — 1997 — worked in the field of an entrepreneurship, finance and business: president of AMK Concern joint-stock company; chairman of the board of Garantiya bank; president of the NORSI-OIL oil company.

In 1997 — 1998 — the first deputy minister, the Minister for Fuel and Energy of the Russian Federation.

1998: Russian Prime Minister

From April to August, 1998 — the Russian Prime Minister. Kiriyenko was appointed the acting as the head of the government after resignation of an office of Victor Chernomyrdin. The State Duma twice — on April 10 and on April 17, 1998 — refused consent to Kiriyenko's statement on the Prime Minister's post. Only on April 24, 1998, after the third vote on his candidate, Kiriyenko by 251 voices it was confirmed by the State Duma to the post of the Russian Prime Minister. On the same day Yeltsin signed the Decree of the President on appointment Kiriyenko as the Prime Minister.

When forming the government sharp reduction of number of Deputy Prime Ministers and abolition of positions of First Deputy Prime Ministers became the only notable change. Positions of Deputy Prime Ministers were received by Boris Nemtsov, Oleg Sysuyev and Victor Khristenko. Appointment at shifts in the Government to a position of the Minister of Industry and Trade of the representative of the CPRF Yury Maslyukov became on July 22, 1998 a certain sensation.

Kiriyenko together with Boris Nemtsov and Anatoly Chubais became known as the "young reformer" trying to implement large-scale economic reforms of the liberal sense in Russia. During reforms the policy of loans in foreign market was actively pursued, including by means of the credits of the IMF because of what the public debt grew by 22 billion dollars [the source is not specified 373 days].

In August, 1998 Kiriyenko's office stopped payments for coupons of GKO-OFZ that led to devaluation of ruble and financial crisis. After a default of 1998 gave to resignation which was immediately accepted by the president on August 23, 1998 thanks to what Kiriyenko's government is one of the most short-lived in the history of Russia.

The leader of the list Union of Right Forces at State Duma elections. The list drew 8 interest and took the fourth place. On the eve of Kiriyenko's elections on behalf of SPS met the Russian Prime Minister V.V. Putin and transferred it the program of the block prepared before elections.

2000: Plenipotentiary Representative of the President of the Russian Federation in the Volga Federal District

Since May 18, 2000 — the Plenipotentiary Representative of the President of the Russian Federation in the Volga Federal District.

2005: Head of Rosatom

On November 14, 2005 it is dismissed from a position of the plenipotentiary in result of the staff movements which are carried out by the president. On November 15 it is appointed the head of the Federal agency of atomic energy of Russia (Rosatom).

On February 4, 2008 it is relieved of the post in connection with a job change — the CEO of the Rosatom state corporation created based on the agency.

Kiriyenko called IT specialists to high state positions

Russian authorities consider the IT industry one of engines of economic growth of the country therefore intend to continue to contribute to its development. Such statement was made by the first deputy head of Presidential Administration Sergey Kiriyenko in November, 2018 at opening of the XI Week of the Russian Internet in Moscow, ^[1] TASS reports ^[2].

"The state well understands importance and the importance of the IT industry. Moreover, it recognizes that this industry is the engine of economic development of the country in general" — the news agency cites his words.

The official mentioned "special measures of support" which the authorities are ready to offer the IT industries in connection with its specifics. One of such measures is prolongation till 2023 of privileges on contributions to Wage fund — payments were reduced twice. At the moment in the ministries and departments introduction of 50% subsidizing of a loan interest rate is discussed.

Also Kiriyenko noted that the Russian IT market is still open for the foreign companies if they observe the legislation. The authorities have no plans to limit the market for law-abiding foreign players, he reported.

What was discussed by Sergey Kiriyenko at a meeting with the Internet industry

On November 21, 2018 Sergey Kiriyenko is the first Deputy of the Chief of the Presidential Administration of Russia — discussed pressing problems of the industry at a meeting with the Internet industry. According to Kiriyenko, developers and distributors of games could begin with consolidation and development of rules of interaction, age marking of game content, increase in transparency of the industry. But there is one condition — to strictly follow the Russian laws. The situation when the company has competitive advantage because does not bear loading on observance of rules is inadmissible".

During the meeting the Chief Editor of TAdviser Alexander Levashov stated the offer on the organization of the program of advanced training of journalists in information technology field. Sergey Kiriyenko supported the idea and stated the counter offer about need of development of knowledge for this area in the staff of the press services.

Completing a meeting, the director of Institute of development of the Internet, the moderator of a meeting Sergey Petrov, reminded of anniversary of a domain zone. RU also suggested to celebrate the 25th anniversary of Runet in April, 2019 at the state level. Sergey Kiriyenko supported the initiative, having noted that he waits for offers on the Organizing committee of anniversary, and taking into account a role of the Internet and progress of the industry, assumed that it is necessary to consider the possibility to award founders of Runet.

Private life

Married. Children — full age Vladimir and Lyubov, the younger daughter Nadezhda born in 2002.

In 2005 it is elected the chairman of National council of aikido of Russia (the President "Federations of Aikido of Aykikay Rossii).

On January 14, 2007 at a ceremony of Kagami Biraki which took place in Hombu the Dojo (the main hall of the World center of aikido in Japan), the solution Moriteru Uesiba Dosia (grandson Morikheya Uesiby) about assignment 3 Dan was announced by aikido of Aykikay.
