Orlov Alexey Maratovich is the former head of the Republic of Kalmykia. Permanent representative of the Republic of Kalmykia under the President of the Russian Federation, Deputy Prime Minister of the Republic of Kalmykia.

Biography

Was born on October 9, 1961 in Elista, Kalmykia.

Education

1984 - graduated from the Moscow State Institute of International Relations of the Ministry of Foreign Affairs of the USSR as "The international relations specialist".

Career

1984 - For 1985 - worked as the chief inspector in VO Selkhozpromeksport in Moscow.

1986 - 1989 - the plumber at the Moscow experimental plant "Agregat".

1989 - 1991 - the head of supply of Trade-union service center MFA of the USSR.

1991 - 1994 - the CEO of the joint Soviet-Yugoslavian venture of "Owls South".

1994 - 1995 - the deputy CEO for foreign economic relations of Poisk Ltd.

1995 - the CEO of joint Russian-Italian MAG Ltd^[2].

1995 - 2003 - was a permanent representative of the Republic of Kalmykia under the President of the Russian Federation - the Deputy Prime Minister of the Republic of Kalmykia.

1998 - one of delegates of the Republic of Kalmykia at a constituent congress of the movement "Otechestvo".

1998 - participated in the conflict with the federal center for an occasion of liquidation of National Bank of Kalmykia by the Central Bank.

2003 - it is appointed the First Deputy Prime Minister of Kalmykia - the permanent representative of the republic under the President of the Russian Federation.

On September 8, 2010 - the United Russia party leadership submitted to the president the candidate list on a post of the head of Kalmykia which included the First Deputy Prime Minister of Kalmykia Alexey Orlov.

September 21, 2010 - The Russian President Dmitry Medvedev for consideration of National Hural (parliament) of the Republic of Kalmykia Alexey Orlov's candidacy on a region post of the head.

On September 28, 2010 - deputies of National Hural (parliament) of Kalmykia approved Alexey Orlov's candidacy to a republic post of the head.

On October 24, 2010 - entered a position of the Governor of Kalmykia (the 1st term).

On May 6, 2014 resigned and the acting the Governor of Kalmykia was appointed.

On September 14, 2014 won a victory on elections of the Governor of Kalmykia.

On March 20, 2019 resigned before the expiration of powers.

Since September, 2019 represents executive body of the government of the Republic of Kalmykia to the Federation Council.

Since November, 2019 - the member of the committee of the Federation Council on the international affairs.

Public activity

2011 - Alexey Orlov in a festive atmosphere accepted the national team of Kalmykia which won at the IV Open All-Russian Junior Games of 25 medals (10 gold, 8 silver and 7 bronze). The head of the republic congratulated young athletes and their mentor on a successful performance at the Games and also wished to all participants of a meeting of further successful sports growth and skill. In the end of a festive event the president of the Kalmyk branch of the Russian Union of Martial Arts (RUMA) Vladimir Mudayev handed to Alexey Orlov the Japanese sword as the character of martial arts and also a set of a form of the team of Kalmykia^[3].

On February 28, 2012 - participated in the final of the championship of Kalmykia on fishing on a mormyshka which took place on the lake Buzga of Yashkulsky district. Alexey Orlov noted that fishing is his hobby and one of the best views of rest. Besides, he paid attention that the fish sport championship is held in one of the most beautiful places of the region, and hoped that fishing will actively develop in Kalmykia^[4].

On September 29, 2012 - on the rare Volga-2102 car participated in a demonstration run in races. As the Governor of Kalmykia Alexey Maratovich Orlov in an interview to republican journalists noted, motoring for it since the childhood is one of the most beloved^[5].

On October 1, 2012 - participated in the XI Republican national cultural sports festival of "Dzhangariad "devoted to the 200 anniversary of a victory in Patriotic war of 1812 and which was taking place in the territory of the Elista hippodrome^[6].

On October 12, 2012 - participated in the 14th Russian agro-industrial exhibition "Indian summer-2012" in Moscow^[7].

On December 3, 2012 - took part in the special project of open university league KVN passing in Kalmgosfilarmoniya^[8].

On March 4, 2013 - visited discovery of Championship of the Southern Federal District in Greco-Roman wrestling among youth^[9].

On March 11, 2013 - participated in the festive event devoted to the 10 anniversary of service of drug enforcement of Russia which took place in the Service building on the Republic of Kalmykia of Regional government of FSKN of Russia across the Astrakhan region. In the performance Alexey Orlov warmly thanked employees for faultless and self-sacrificing service which allowed to deliver a reliable barrier to distribution of drug traffic in the steppe region and also to adjust effective scheduled maintenance on prevention of the crime connected with illicit trafficking and consumption of narcotic substances. Also Alexey Orlov solemnly congratulated and handed the sign "Honored Lawyer of the Republic of Kalmykia" to the deputy chief of Regional government of FSKN of Russia across the Astrakhan region – to the chief of Service on the Republic of Kalmykia Georgy Soldatkin^[10].

At the beginning of the 2000th years some mass media reported Alexey Orlov's participation in "gray" schemes of processing and implementation in Kalmykia of oil of "doubtful origin". Besides, he allegedly took active part in a campaign of the authorities of Kalmykia against the oppositional businessman Vladimir Boldyrev, the owner of Kalmneft company.

Hobbies

Alexey Orlov told on social networks about how he spends off-duty time as he has a rest:

"Such opportunity, unfortunately, drops out not often. And so I am fond of fishing, hunting. This basic, so-called, hobby. And, certainly, I devote to family much time …"^[11].
