Biography

Was born in the city of Dnipropetrovsk.

1984 - 1993 - military service by the ships of the Atlantic squadron of the Northern Fleet Decorated with the Order of the Red Banner. The captain of 1 rank in a stock.

1980 - graduated from the Kiev Suvorov Military School.

1984 - with honors — the Kiev highest naval political school.

1999 - Academy of National Economy at the Government of the Russian Federation.

Held positions from the leading specialist of the Ministry of the antimonopoly policy and support of an entrepreneurship of the Russian Federation to the Deputy Prime Minister of the Moscow region where supervised the sphere of culture.

For Moscow area it was remembered by the fact that within several years constructed and reconstructed enormous number of municipal buildings of culture. The amounts of financing of this industry at Koshman grew almost by 10 times.

In 2010 the team of the governor of the Moscow region Boris Gromov had already a presentiment of fast departure of the chief and actively crept away across the Moscow region. The Minister of Construction Evgeny Seryogin headed the city of Lytkarino, the Minister of Economics Vyacheslav Krymov and some other ministers were elected deputies of region duma, and Sergey Koshman became heads of municipality.

On early elections on October 10, 2010 Koshman was elected the Head of Leninsky municipal district of the Moscow region, on October 15, 2010 entered a position.

It got Leninsky district in perfect tune from the former head, Vasily Golubev who was appointed the governor of the Rostov region. Koshman focused on the local politician as in opposition to him there was a number of influential regional oligarchs. But while in power in the Moscow region there was Boris Gromov and his Fighting Brotherhood, problems at the new Lenin head did not arise.

With Gromov's leaving also problems began. The opposition felt weakness of the chief and when in Leninsky district the deputy of the State Duma Dmitry Sablin began to supervise formation of Council of deputies personally, it became finally clear that "Akella missed". The local oligarch Pavel Grudinin and some other district interested parties aimed at the place of the head.

In May, 2013 the video of a meeting of the Government of the Moscow region where Koshman tries to lobby barefaced the interests of large construction companies for what VRIO of the Governor of the Moscow region Andrey Vorobyov is exposed to sharp criticism of that time is published.

Later already the governor of the Moscow region Andriy Vorobyov decided to observe all arrangements with so-called "Koshman's group" and to dismiss him according to quite harmless scenario. Powers of the head of Leninsky district expired in the summer of 2015. It was supposed that the municipality will pass to the new form of government. The administration will be headed by the hired city manager sent by the regional government, and someone from local will become the head of the district and the chairman of the board of deputies.

According to some information, in February, 2014 Koshman according to the secret order of the governor of the Moscow region Vorobyov was deprived of access to separate documents.

As replacement to Koshman Ekaterina Semyonova's candidacy (by hearsay, close to a team of the Mayor of Moscow Sergey Sobyanin) who headed the Ministry of consumer market and services of the Moscow region before, and in March, 2014 appointed Koshman's deputy was approved.

As an honorable "Napoleonic" exile Sergey Koshman was given an opportunity to be elected the deputy of Moscow regional Duma on a by-election on the Dmitrovsky district. Having collected nearly 60% of votes Sergey Koshman had to receive the deputy mandate and resign of the head.

In August, 2014 Koshman spoke against the population deprived of direct elections of the head of the municipal district.

On September 7, 2014 Koshman went to Dnipropetrovsk, and "on September 8 together with the younger brother, because of the driver's error, got into the accident near the settlement of Dymer of Vyshgorodsky district of Kiev region as a result of which he got severe injuries". According to the Ukrainian criminalists, the brake system of the machine Š koda Octavia of Koshman was intentionally spoiled. After that, according to Koshman, he was sent for treatment to Switzerland, and on September 9 wrote the declaration of abandonment of participation in elections. However, according to him, the statement was not implemented by district election commission. Duties of the head of Leninsky district were fulfilled by Sergey Koshman's deputy Gennady Trufanov.

On September 14, 2014 Koshman was elected the deputy of Moscow regional Duma in the Dmitrovsky single-candidate district, gained 57.7%. At the end of September he did not sign the application for addition of the powers, in connection with election as the deputy of Moscow regional Duma, and demanded that the commission considered his application for its failure from participation in elections. On October 3, 2014 Koshman placed the declaration of abandonment of the mandate of the deputy, having explained the solution with "problems with health". At the same time he did not intend to leave the post of the head of municipality of Leninsky district.

On October 9, 2014 the political council of the Moscow regional department of a batch United Russia excluded Koshman from a batch. Sergey Yudakov, the secretary of regional department of a batch United Russia, the first deputy chairman of the Moscow region duma said that "he was nominated by us as the candidate of the Moscow region duma on the Dmitrovsky single-candidate district. Sergey Nikolaevich won elections, but owing to some circumstances on which he refused to comment, refused the mandate. With respect thereto, political damage was caused to our department and all "United Russia'. The presidium of regional political council made the decision to exclude Sergey Nikolaevich from a batch and also to stop his powers as the secretary of local office of Leninsky district".

On October 9, 2014 the Moscow regional election commission made the decision to take legal action with the requirement about collecting from Koshman of compensation about 24 million rubles for holding a campaign for elections of the deputy of Moscow regional Duma.

At the end of October, 2014 in the city of Vidnoye situated near Moscow there took place petition for resignation of the head of the district, and on November 7 deputies announced to it an impeachment. Then activists were attacked by people with bits and fittings, but one of bandits managed to be delayed. Its indications became a reason for criminal proceedings against Sergey Koshman and two of his deputies: Gennady Trufanov and Vadim Solod.

Sergey Koshman was arrested. Police officers, and together with them, the staff of the IC RF carried out searches in an office of the head of Leninsky district Sergey Koshman and his deputies, in the matter of Koshman's participation in beating of social activists.

It is already the second case of criminal proceedings against the head of the district, before the mayor of Khimki Oleg Shakhov was under investigation.

The widower, the wife died in 1998 in road accident. There is a daughter.

Is fond of reading and prefers active holiday.

Actively supported equestrian sport. With its direct participation in the village of Orlovo the horse Russia park which had to become the center of equestrian sport, largest in Europe, was created. Construction by the banker Andrzej Malchevsky was financed. The park was under construction step by step, in it horse-racing arenas, sports school, circus, the museum and a zoo are constructed. On June 12, 2013 competitions on a prize of the head of the district were held.
