Uniform automated control system for the personnel of the Government of Moscow

Uniform automated information system of personnel management of the Government of Moscow (EAIS the Personnel 2.0) is intended for automation of personnel work in executive authorities of the city, the office of the mayor and the Government of Moscow and other capital state agencies. Among the automated EAIS Frames of 2.0 functions - maintaining an organization structure and the staff list of state agencies of Moscow, registration of personnel and working time, calculation of monetary pay of government employees, formation of a talent pool, the organization of receiving additional professional education by civil servants and training of young citizens in executive authorities and the office of the mayor and the Government of Moscow.

EAIS the Personnel 2.0 includes such subsystems as "Personnel records and a time recording", "Training management and hiring of personnel", "Personnel analytics", "Calculation of monetary pay", Management of powers and other subsystems.

Users of an information system are employees of HR departments of state agencies and also the civil servants and other employees of state agencies using it for interaction with employees of HR departments.

Functions of the operator and the state customer of creation, operation and development of EAIS the Personnel 2.0 are executed by the Moscow Department of Information Technology (DIT).

Project Progress

2018: Development based on the analytical Polymatica platform

The HandySoft company specializing in development, implementation and maintenance of automated systems of information support and analytics of the state and municipal authorities announced on January 22, 2019 TAdviser that it used the analytical platform from Polymatica company in the project for development of Uniform automated information system of personnel management of the Government of Moscow (EAIS the Personnel 2.0) for a possibility of multidimensional data analysis in real time.

The company acquired the right to project implementation as a result of a victory in an open competition of the Moscow Department of Information Technology which took place in December, 2017.[1] Project works of HandySoft then estimated[2] almost at 32.5 million rubles that there was less proposal of the competitor — 1C-Rarus company (33.68 million rubles). For comparison, the starting price of the government contract was set at the level of 34,196,032 rubles.

For January, 2019 EAIS the Personnel 2.0 covers about 20 thousand employees. The Civil Service and Personnel Directorate of the Moscow Government acts as the user of a system. A customer of execution of works on development is the State budgetary institution of the city of Moscow "Information city".

Within the project for development of EAIS the Personnel 2.0 in 2017-2018 specialists of HandySoft unrolled the analytical Polymatica platform. According to representatives of the company, the Russian product for multidimensional data analysis of data is designed to accelerate formation of the analytical reporting and to optimize personnel management.

The analytical Polymatica platform is involved in the subsystem "Personnel analytics" intended for visual representation of information on hiring, training, HR records, assessment and monetary pay of personnel. The technology of multidimensional data analysis applied in Polymatica allows to prepare the dynamic reporting in any cuts for several seconds, and the built-in mechanisms of a clustering and forecasting to carry out deep analytics in real time, told in HandySoft.

Personnel 2.0 adding of effective and simple tools in use for the reporting and analytics was one of main objectives of the project on development of EAIS. For ensuring high high-speed performance of a system and consolidation of data from diverse sources, the command of HandySoft designed uniform corporate storage and applied own technologies to extraction and data processing. The platform of Polymatica company was used preparation of dynamic analytical cuts, including for reports on demand and to search of the hidden dependences. This Russian product has the high performance and reliability — Alexander Kulakov, the technical director of the company of HandySoft said.

2014

Statement of regulations on a system

At the end of November, 2014 the mayor Moscow Sergey Sobyanin approved regulations on EAIS the Personnel 2.0. According to the document, "Personnel records and a time recording" all executive authorities of Moscow should pass to a subsystem till January 30, 2015.

Integration of functionality of a system of Luzhkov of an ACS Personnel

It was reported that when development of all three queues of a new HRM system is complete, the functionality of the operating centralized system – an ACS Personnel should be gradually transferred to it, said in technical documentation of DIT. The ACS Personnel was started in 2007 when the mayor's post was held still by Yury Luzhkov. Some time both systems will function in parallel.

ACS Personnel uses HR departments of executive authorities of the city and Management of civil service and personnel of the Government of Moscow for maintaining the register of civil government employees which is obligatory. In it data on education and the undergone retraining of civil government employees, increase in their qualification and training are fixed.

The representative of DIT told TAdviser that the Personnel ACS HRM system it is impossible to call: "it is very old platform, the thick client with local base intended for personnel records in volume of the register of government employees".

2013

The second and third queues

Creation of a new HRM system of the Government of Moscow assumes two more queues of works. Within the second of them a system should be expanded regarding process automation of personnel records, a time recording, calculation of monetary pay of officials and their salary. The IT department of Moscow, the Office of the mayor and the government and the Administration of the mayor and city government will become pilot zones at this stage.

On the second queue "the Personnel 2.0" also won tender DIT for execution of works Lanit. Total amount of contracts with integrator on two tenders was about 90 million rubles. Competition on execution of works on creation of the third queue of a system as of April, 2013 was not announced yet.

Lanita told TAdviser that for development EAIS Governments of Moscow used the platform 1C; the personnel portal was written on PHP and uses DBMS MySQL. According to representatives of the company, as of April, 2013 a system covers more than 11 thousand users.

The third queue assumes control automation by efficiency and effectiveness of contractors and also formation of the analytical reporting.

Implementation of the first stage

Implementation of the first stage of the uniform automated control system for the personnel of city government (EAIS "Personnel 2.0") came to the end with spring of 2013, told TAdviser in DIT. In its framework personnel management processes and government employees of the city regarding hiring of personnel, formation and management of a talent pool, the organization of their occupational retraining and also advanced training and a training were automated.

One of subsystems of the first stage of a uniform HRM system of Moscow is the personnel portal of city government intended for placement by personnel officers of state agencies of data on the announced vacancies, and applicants – the summaries, loading of responses of applicants in a management subsystem hiring and a talent pool and also possibilities of interaction of personnel officers, applicants and experts.

It should be noted that since March, 2012 [1] the talent.mos.ru portal, with similar functionality already functioned. DIT told TAdviser that this portal is one of results of creation of the first stage of EAIS. The government contract on execution of works on creation of the first stage of EAIS including this portal at the same time was concluded with the contractor –Lanity - in June, 2012.

Lanita explained TAdviser that in March, 2012 based on the website of management of civil service and the personnel of the Government of Moscow their own test version of the portal worked. After the conclusion of the government contract and completion of works according to it the previous version was disconnected and to the address talent.mos.ru the system created by their company earned.
