The Chelyabinsk branch of Rostelecom is part of the macro-regional branch of Rostelecom - Ural, which was created in the spring of 2011 on the basis of Uralsvyazinform after its accession to Rostelecom. On April 1, 2011 Sergey Trandin was appointed director of the branch.

2013: The prosecutor's office again overtook the top manager of Rostelecom

In June 2013, the prosecutor's office of Chelyabinsk conducted an audit and revealed a violation of the law on personal data in the activities of Rostelecom. As the law enforcement agencies found out, the company under the agreement transferred the right to claim debt from a group of subscribers to the collector, indicating their name, place of residence, personal accounts and the amount of debt.

At the same time, the agreement did not contain important conditions for ensuring the security of personal data during their processing and a list of actions with personal data.

In this regard, the prosecutor's office submitted to the director of the Chelyabinsk branch of Rostelecom a proposal to eliminate violations of the legislation on personal data, giving him a month to take measures to implement the law. In addition, the authorities decided to bring the company to administrative responsibility under the article related to violation of the law on personal data.

For a period of three months, this was already the second case of close communication between the director of the Chelyabinsk branch of Rostelecom and the prosecutor's office. Thus, at the end of April 2013, the authorities ordered him to be brought to administrative responsibility under Part 2 of Art. 7.32 of the Administrative Code of the Russian Federation (changing the terms of the contract for the supply of goods, the performance of work, the provision of services for the needs of customers), which implies a fine of 20 thousand rubles.

As TAdviser was explained at Rostelecom then, this contract was concluded in September 2012 and concerns the construction of communication lines and the organization of a local computing network for regional health care institutions.

"The deadline for the completion of work on the state contract was postponed from December 2012 to June 2013 in connection with the signing of an amicable agreement with the Ministry of Health of the Chelyabinsk Region," Rostelecom said.

The operator's representatives also assured that as of the beginning of May 2013, the work was carried out in full in accordance with the provisions of the contract and will be completed within the period established by the agreement.

This incident took place following an audit of the implementation of legislation during the implementation in the Chelyabinsk region of the targeted program for the modernization of health care for 2011-2012, during which law enforcement agencies stated that "one of the main tasks of the regional modernization program was not fulfilled - the creation of a regional unified state information system in the field of health care."

In total, according to the results of the prosecutor's check, more than 200 violations of the law were revealed and 68 officials were brought to disciplinary and administrative responsibility.

2021: General Director of BASEALT

In May 2021, Sergey Trandin was appointed General Director of BASEALT. He replaced Alexei Smirnov in this post, who continued to work in the company as chairman of the board of directors of the company.
