The federal agency on nuclear power Rosatom prepares the solution for examination of scientific and technical activity

The IBS group announced project completion on development of the system of examinations of scientific and technical activity for ROSATOM State Corporation, the press service of the company reported on July 16, 2013.

Tasks

The main task for experts of IBS - process optimization of assessment of scientific and technical parameters of projects and preparation of the reasonable conclusions for decision making on their implementation and also process optimization of assessment of results at a project completion stage.

The project team of IBS analyzed the Russian and international experience in the field of examination, in particular, the system of examinations in "Russian Federal Property Fund" and JSC Rusnano. On the basis of the analysis experts of IBS developed a number of criteria for carrying out expert evaluation of projects at a stage of start of the project and acceptance of results.

According to the results of the carried-out work the technique which can be implemented afterwards in an automated system is developed. It is supposed that several hundred people who can be separated into three categories will be users of a system: applicants (those who submit the project for examination), customers of examination and experts who are engaged in direct project evaluation by the set criteria.

Natalya Ilyina, the associate director of Blok on innovation management of ROSATOM State Corporation, noted: "For nuclear sector development of new technologies is one of key tasks – only directing resources to developments, we can provide technological leadership of ROSATOM State Corporation. However to estimate for what technologies to select resources as to range them and to estimate, there is no direct answer. Investment approach is often used, however for the innovation projects with long term of payback additional assessment by experts of scientific and technical parameters of the project, and assessment with a possibility of comparison of projects among themselves is necessary. The project on development of the procedure of examination of scientific and technical activity was directed to the solution of these questions".

Nikita Cherkasenko, the director of practice of HR consulting in IBS company emphasized: "Efficiency evaluation of investments into research and development – one of the most difficult, but also most important tasks for the leading technology companies. We consider that after system implementation the technique developed within this project will allow Rosatom State Corporation to increase return from investments into scientific and technical developments".
