Specialists of BFT company together with Finance department and budget policy of the Belgorod region implement the project on implementation of the program budget and the program and target principles of the organization of activity of public authorities of the Belgorod region on the platform of an automated system "ATsK-Programmny the budget", the press service of the company reported on July 19, 2013.

Goal

In the Belgorod region are implemented and mechanisms of use of program and target tools at implementation of activity of executive authorities are used. However the role of these tools is insufficient at implementation of budget planning, interrelation between the volume of the resources directed to solving of tasks, and the achieved results is not transparent. For streamlining of the existing system of program and target tools taking into account implementation in practice of activity of state programs and also implementation of mutual coordination of mechanisms of end-to-end goal-setting and a budget cycle experts of BFT Company started project implementation on implementation in the region of the ATsK-Programmny Budget system.

The first results

Development of a regulatory framework necessary to go to the program budget became result of execution of the first stages of the project. In addition to carrying out internal consultation specialists of BFT held the training seminars trainings on the subject "Methodological Bases of Project Development of Regional Target Programs" for heads and authorized representatives of executive authorities of the Belgorod region. At the subsequent stages it is going to develop 3 "pilot" drafts of state programs according to regulatory legal acts of federal and regional levels and also to carry out expertize of 11 drafts of state programs.

Future amount

Creation and implementation of the mechanism of integration of a management system and planning by public finances of the Belgorod region ("ADC-Finance" and "ADC-Planning" respectively) with the ATsK-Programmny Budget system intended for support of transition of public authorities of the Belgorod region to the program budget and to program target principle of the organization of activity will become the final stage of project implementation in the Belgorod region.
