In June, 2014 the Government of Moscow issued the resolution according to which from same month staff of bodies of executive power of the city and the organizations subordinated to them on duty can exchange e-mails and instant messages only using a single mail system (GIS EPS PM).
Besides, since January 1, 2015 on forms and white papers of state agencies of Moscow the indication of the e-mail addresses of the officials other than the addresses used in GIS EPS PM is not allowed.
The draft of the order of the government about the single DIT mail system prepared in August of last year. As envisioned by department, office correspondence of the Moscow officials had to be completely transferred to a single system since December, 2013.
Within a single mail system the standard postal addresses in the domain mos.ru are provided to the Moscow officials. In addition to exchange of mail and messages, GIS EPS PM allows to transfer files of any format, to perform search of contacts of colleagues from different departments of Moscow on a name and a surname, a position and the name of department, to keep the calendar and to permit other users its viewing, to create groups of mailing and the notification and also to organize meetings, approving their time and the place with participants.
GIS EPS PM is based on the Microsoft Exchange Server platform, access to it is provided through Office Outlook, using the Internet browser and from mobile platforms.Microsoft Lync ensures functioning of an instant messaging service.
Service of access to a mail system to the Moscow officials is provided based on own DPCby Electronic Moscow company. Nearly half a billion rubles DIT held a competition on this service with the price in August, 2012. Its conditions assume providing service until the end of 2014.
Instead of free and failure from external messengers, for example,of Skype, in IT department of Moscow (DIT) confidentiality and safety of office correspondence listed to some of the main arguments for benefit of use of corporate mail TAdviser. It should be noted that according to regulations on a single state mail system, in it the messages containing the data making a state secret are not subject to processing.
The most active users of a system in DIT called earlier the staff of Committee of state services of Moscow whom the Department of science, industrial policy and entrepreneurship, the office of the mayor and city government, Department of media and advertizing and also Department of property followed.
Microsoft Exchange 2013
All boxes of e-mail Governments of Moscow are going to be transferred to Microsoft Exchange 2013 in the near future. Journalists were reported about it by the technical director Electronic Moscow Dmitry Chernov on November 27, 2012 at the technology Microsoft TechEd 2012 exhibition.
According to Chernov, for the beginning of 2013 in network there will be about 25 thousand postal addresses, and by the end 2013 their number will increase to 65 thousand.
"To speak about more exact implementation time so far early, however already now I can tell that we are seriously aimed at transition", - he told.
The company Electronic Moscow which is provider of services for the Government of Moscow since the beginning of 2012 as an experiment began to work with Microsoft Office 2013, and in particular with Microsoft Exchange 2013. "Since summer we transferred to the new version of an e-mail client of all the employees which more than 350", - Chernov told.
"The most part of our employees use mobile devices in the work and to us it was important that they could get access to mail from any device. New Microsoft Exchange 2013 did not cause complaints therefore we are sure of success of transfer of all users of the Government of Moscow and other organizations especially as the ordinary user will not even notice moving", - he concluded.
Now in infrastructure of the Government about 5 thousand employees use Microsoft Exchange 2007, the others - Microsoft Exchange 2010.
It is planned that the project of transition will be performed during 2013. Electronic Moscow provides to the Government of Moscow services in the scheme SaaS through a cloud.
