2022: FSS creates an IT system for exchanging data on the health of employees of companies
April 8, 2022 it became known about the creation by the Social Insurance Fund (FSS) of a new IT system, which is designed to exchange data on the health of company employees. 2017: The Social Insurance Fund will pay 350 million rubles for its GIS. More than it is offered
The Social Insurance Fund of Russia (FSS) in November 2017 summed up the results of its billion-dollar tender for service support and development of the mainly federal GIS Sosstrakh and its associated application software. The winner was recognized by Compulink, which made an application almost without reducing the initial value of the contract. With a starting price of 994.8 million rubles. the offer of the integrator amounted to 990 million rubles.
At the same time, the rival of the winner, Technoserv, offered the state customer to save significantly by making an application for 638 million rubles. That is, the savings of the FSS could amount to over 350 million rubles. However, the share of the value criterion of proposals under the terms of the competition was only 30%, while another 25% was for assessing the qualifications of participants, and 45% for "qualitative, functional and environmental characteristics of the procurement object." All this, based on the results of the consideration of documents, allowed Compulinka's application to receive from the tender commission a higher total score[1].
In Technoserv, apparently, the commission did not agree with such actions, because a few days later the company received a complaint from the Federal Antimonopoly Service (FAS). The content of this complaint has not yet been made publicly available.
At the end of 2016, a similar tender was held with an initial contract price of 741.5 million rubles. The winner then was recognized as the company "IBS expertise" with a proposal of 699 million rubles. The application of "Compulink" got only the second place. Another contender for the contract was Ai-teko.
What will be done by the contractor of the contract
As follows from the documents on the public procurement website, as part of the execution of the contract for 2018, the contractor will have to carry out service support and development of applied software for the Central Apparatus of the FSS, the data center of the department, the reserve data center, the Center for Technological Support of the Production Processes of the Fund in Crimea and the territorial bodies of the fund throughout Russia (more than 2 thousand).
The software transferred for service support and development consists of two information systems: the federal GIS "Sosstrakh" and a comprehensive automated system of administrative and economic activities.
The objectives of the work are to improve the quality of public services provided by the fund, reduce the unproductive costs of working hours of workers, promptly obtain relevant information and provide a holistic picture of the state of informatization objects.
2013: Social insurance to introduce unified financial management system in 83 regions
On December 10, 2013 , the Social Insurance Fund signed a contract with USP Compulink for the creation of a unified automation system for administrative and economic activities, which should cover the central apparatus of the organization and 83 regional branches. The volume of the contract is 318.25 million rubles, and the project completion date is October 2014.
The system is designed to support the full financial management of the fund, including planning, budget formation, distribution and presentation of budget allocations and limits of budget allocations to its territorial bodies, as well as budget execution.
It will also provide support for the creation of primary information on employee benefits accruals with the ability to generate salary reporting, the transfer of budget information to the IT systems of the Federal Treasury and the formation of analytical groupings of financial information.
Other functions of the system include supporting the fund's procurement management processes, ensuring information interaction with the government procurement portal and other electronic trading platforms, and providing information about all property objects.
Among the systems with which the new Sotsstrakh system should be integrated - the financial management system of the Federal Treasury, the EIIS "Sotsstrakh," the SED of the Social Insurance Fund, as well as the unified information system "Procurement," created at the federal level.
In addition, the system should be integrated with the existing analytics complex in the fund. ON Oracle Data Storage DBMS The same vendor used in the fund must be used for the system.
