Searches in the case of embezzlement of 1 billion rubles through "dead souls." VIDEO
On October 1, 2024, it became known that the security forces conducted about 50 searches in a criminal case of major fraud in the City Hospital No. 20 of St. Petersburg. The administration of the medical institution is suspected of organizing a fraudulent scheme to steal compulsory medical insurance funds through fictitious employment. The total damage is estimated at about 1 billion rubles.
The criminal case was initiated under Part 4 of Art. 159 of the Criminal Code of the Russian Federation - fraud committed by an organized group or on an especially large scale. Such acts are punishable by imprisonment for up to ten years. The implementation of the criminal scheme began in 2021. In the medical institution, an active recruitment of fictitious employees began - drivers, cleaners, computer operators, etc. Such "dead souls" received salaries and bonuses, although they did not do any work.
According to investigators, the scheme was organized by the leaders of the clinic, as well as persons associated with them. The number of fictitious employees, according to available data, is in the tens. According to the case file, the "dead souls" received salaries of hundreds of thousands of rubles a month, as well as bonuses of 1 million rubles each. The main part of this money was transferred by the persons involved in the scheme, allegedly, to their patrons. As a result, the total damage reached almost 1 billion rubles.
The head of the human resources department, chief accountant, deputy chief physician for economics, deputy chief physician for surgery, lawyer-consultant of the clinic and several dozen other employees of Gorbolnitsa No. 20 were delivered to the police. Searches were carried out in the medical institution itself, as well as at the home addresses of the suspects, including in the Leningrad Region, Moscow and the Moscow Region. As of the beginning of October 2024, the procedural status of 36 people who may be related to the case is determined[1]:[2]
