Parkinspektor

Parkinspektor is the system of automatic photovideo fixing of abuses of regulations of the parking (on the platform of computer vision Orwell 2k).

On December 11, 2013 the ElVIS-NeoTech company reported that in the course of participation in pilot projects of the Government of Moscow according to the resolution "About Creation of an Intelligent Transport System of the City of Moscow", regarding implementation of point No. 6 "The system of photovideo fixing of violations of traffic regulations", the system of fixing of abuses of regulations of the parking Parkinspektor is created.

Description

A system is intended for automatic round-the-clock registration of the facts of the parking of vehicles in not put places, recognitions of their state registration signs, collecting, processing and transfer of evidential base in the Center of the Automated Fixing of Administrative Offences (CAFAO) for formation of resolutions on administrative offenses and statements of penalties.

Functions

• The high-speed rotary video camera in the automatic mode under control of the Parkinspektor server patrols a zone where the parking is prohibited.
• Movement of the camera is performed cyclically, on presets (preseta).
• Information from the video camera arrives on the Parkinspektor server where there is a processing and accumulation of the received video data with the following characteristics: the state registration sign (SRS), two photos of the vehicle (V) with indication of time of the first and last video fixing of violation.

• The Parkinspektor server makes calculation of time of the parking of the CU.
• Finding of the car in not put place more than 5 minutes (the configured setting) is fixed by the server as abuse of regulations of the parking.
• The Parkinspektor server creates and transfers data for the statement of the resolution on administrative offense to the center of the automated fixing of administrative offenses (CAFAO).
