2019: Poroshenko weakened sanctions against "Petter Service"

The president of Ukraine Petro Poroshenko changed in March, 2019 the sanctions against the St. Petersburg IT company "Petter service" which are earlier imposed by it (the present name - Nexign). The decree of the president was adopted on the basis of the decision of Council for national security and defense (NSDC) ^[1].

Sanctions against "Petter Service" and its Ukrainian "subsidiary" Peter-Service-Ukraine - were entered in 2018. They included blocking of assets, restriction of trade operations, prevention of withdrawal of capital out of borders of Ukraine, suspension of execution of economic and financial liabilities, restriction or the termination of providing telecommunication services, will lock transfer and technologies, etc.

Also in the solution it was separately told about prohibition to conclude and satisfy conditions of agreements on integration and service of software products of production "Petter Service" and "Peter-Service-Ukraine". The present decree supplements this point with an exception: agreements with "Petter Service" after all can be executed for elimination of the emergency situations making impossible accomplishment of the duties by the telecommunication operator.

As Kyivstar wanted to pass to Ericsson^[2]

In 2015 Vimpelcom (the former name of the Veon group) agreed with the Swedish supplier of telecommunication equipment of Ericsson about development of the system of support of transactions (BSS) for all countries of its presence. Billing had to become a part of this BSS system. Contract amount was $1 billion.

In 2018 when in Ukraine sanctions against "Petter Service" were imposed, in Kyivstar specified on intention to pass to systems from Ericsson. However in 2017 it became known that the contract Veon with Ericsson started slipping.

Recently the parties agreed that Ericsson will not fulfill all undertaken obligations, and will pay Veon compensation in $350 million. Implementing solutions from Ericsson will continue in those countries of presence of Veon where operators of group already have a cooperation with this producer. For example, in Russia VimpelCom remained on billing from Amdocs.

2013

On December 3, 2013 the Petter Service company announced the conducted implementation project of a management system for current assets of "Peter-Service RMS" at Kyivstar operator.

Kyivstar initiated the project of business process automation on management of current assets on the basis of the solution of Petter Service company. The software package Peter-Service RMS selected for providing the highest level of reliability and flexibility at automation of key internal financial business processes Kyivstar.

Completed the first phase of the Petter Service project for Kyivstar in the third quarter 2013. Entered it: complex consulting on formation of target business processes for work on warning of emergence of receivables of contract subscribers of mobile communication, the fixed telephony and broadband access, reduction of its volume.
