Automatic system of photovideo fixing of abuses of regulations of journey of regulated intersections Intersection

The automatic system of photovideo fixing of abuses of regulations of journey of regulated intersections Intersection - is created according to the Government decree of Moscow of 1/11/2011 No. 1-PP "About creation of an intelligent transport system of the city of Moscow".

The Intersection system is intended for the round-the-clock all-weather registration of the facts of journey for an inhibit signal of the traffic light (the article of the Code of the Russian Federation on Administrative Offences 12.12 Parts 1), failure to meet requirement of traffic regulations about a stop before the stop line (the article of the Code of the Russian Federation on Administrative Offences 12.12 Parts 2), fixings of violation of journey of the railway crossing on an inhibit signal of a semaphore (the article of the Code of the Russian Federation on Administrative Offences 12.10 Parts 1), recognitions of the state registration signs of vehicles of violators for the purpose of collecting of evidential base for sending to TsAFAP.

A system consists of 2 video cameras and control block and a power supply.

In sight of the first video camera there is a traffic light from which to be made detecting of red light and also section of the road to 4 bands, including the stop line and the intersection in the direction of transport.

The second video camera - survey, with high resolution, provides observation to 4 lanes in one direction. It is placed towards to traffic flow. On a video information from this camera recognition of numbers and determination of violations is made.

Both cameras work synchronously, provide detection of the facts of journey on an inhibit signal of the traffic light (the article of the Code of the Russian Federation on Administrative Offences 12.12 Parts 1) and failure to meet requirement of traffic regulations about a stop before the stop line (the article of the Code of the Russian Federation on Administrative Offences 12.12 Parts 2).

The evidential base is automatically transmitted by the Intersection system to TsAFAP for the statement of resolutions on administrative offenses.

System payback period - from 3 to 9 months.

"Intersection" passed tests and is implemented in the territory of the Russian Federation.

2016: Fixing of 18 violations of traffic regulations

On February 24, 2016 the ElVIS-NeoTech company announced release of the Intersection system for automatic fixing of violations of 18 traffic regulations.

Now "About 18 types of violations of traffic regulations are capable to recognize the intersection, including:

• violation of the set motion speed;
• journey on an inhibit signal of the traffic light;
• failure to meet requirement of traffic regulations about a stop before the stop line at an inhibit signal of the traffic light;
• the movement of vehicles on a band for route vehicles or a stop on the specified band;
• failure to meet requirement of traffic regulations to give way to pedestrians;
• departure on a band of oncoming traffic;
• violation of lane;
• abuse of regulations of a stop or parking of vehicles;
• determination of time of the parking on paid parkings;
• and other violations, including, non-compliance with the requirements ordered by the road signs prohibiting the movement of cargo vehicles.

A system automatically classifies violations - cameras fix images of vehicles and will recognize the state registration signs. The complex automatically transmits evidential base, completely ready for pronouncement of resolutions, to the center of the automated fixing of administrative offenses.

All data processing is made within a complex and does not require the additional hardware. A system can be placed on road objects of a different configuration, on railway crossings. At placement at regulated intersections detecting of a red signal of the traffic light can be made by means of control of dry contacts and on a video information from the traffic light video block.

Can be composition:

• control block and power supply;
• the registering, traffic light and rotary blocks;
• radar blocks for measurement of speed on one or four lanes;
• infra-red searchlight;
• brackets.
