The administration of the Belgorod district of the Belgorod region automates management of state tasks

On February 20, 2014 the Parus corporation announced the beginning of an implementation project of the information system "Management of the State (Municipal) Tasks" in administration of the Belgorod district of the Belgorod region. Implementation is implemented by Parusnik-Belgorod company on the platform of the solution "PARUS-the Budget 8".

Project Tasks

The project covered three departments: department of education, management of social protection of the population and management of culture. It is expected that automation on the platform software "PARUS-the Budget 8" will increase efficiency of expenditure of budgetary funds for accomplishment of municipal tasks, contrastive analysis of expenses of subordinated organizations on rendering the same services taking into account the reached figures of merit will become possible.

Considering that financial provision of activity of budgetary institutions happens by providing to organizations subsidies for task performance, an ultimate goal of the project - transition to new quality of planning of the budget on the basis of exact and reasonable economic calculations of standards of costs for rendering services, execution of works.

System implementation will provide process automation of formation of planned targets of costs of subordinated organizations and calculation of standards of costs for rendering services, balancing of volume of financial provision of municipal tasks with opportunities of selection of budgetary funds, formation of tasks, monitoring of indicators of volume and quality of their execution. Integration of a system with the official site for placement of information on the public and municipal authorities is provided.

Project implementation not only will increase efficiency of interaction between founders and municipal authorities subordinated to them, but to create the effective IT instrument of control and quality evaluation of budget planning from committee of finance of the Belgorod district.
