TAdviser: Anton Pavlovich, what key projects in the field of informatization were implemented in the Ivanovo region in 2013?

Anton Kolmogorov: It would be desirable to begin with the fact that informatization is present practically at all spheres of life of the region: in health care, education, housing and communal services, transport, public security, etc. Consolidation of different "pieces" of departmental informatization in a single system became possible with adoption in 2013 of the regional program "Information Society of the Ivanovo Region". The program will work till 2016, its consolidated budget makes nearly 195 million rubles.

2013 was marked by implementation of a large number of projects in the designated areas. Of them, certainly, are key: transfer of the public and municipal services to an electronic form, interdepartmental electronic interaction. In the left year Management started the regional portal of the public and municipal services. Also actively we were engaged in an output of SIEI services in a productive circuit. In 2013 registration and testing of 18 electronic services necessary for providing data in federal executive authorities came to the end. As result, today area for 100% it is ready to data transmission in a federal executive authority.

The technical component of transition to electronic document management on the scale of all area is complete.

It if to speak about long-playing projects. But there were also more point. Together with Department of Education we implemented the Universal Card of the School Student project assuming a possibility of its use as the admission on the territory of educational institution, means of payment in school "electronic" cafeteria. Besides, the project has also a powerful social component. The card of the school student gives an opportunity of free pass in city and suburban public transport to children from large families. In this case the cost of a trip is subsidized to carrier at the expense of means of the regional budget. Already about 1200 school students use this opportunity. Further we are going to give a similar opportunity to orphan children and children without parental support.

In 2013 in the Ivanovo region the Safe City program assuming installation of fixed and mobile instruments of video of fixing of the committed offenses began to work. 218456 facts of violation of law and order were elicited using this equipment.

If to speak about directly infrastructure projects, then in December, 2013 Ivanovskaya's Government and JSC Rostelecom signed the agreement on development of technologies of broadband access to the Internet in the remote districts of the area. Thus, the qualitative Internet will come to all localities which population exceeds 250 people.

Are like that if in brief, our main achievements in 2013.

TAdviser: And what main plans for informatization for 2014?

Anton Kolmogorov: Our main task for 2014 as, however, and on subsequent periods, accomplishment of order of the Russian President about increase in number of consumers of electronic services is. The country leaders set the task that by 2018 not less than 70% of applicants had an opportunity to receive the public or municipal service in electronic form. I already mentioned start of the regional portal of the public and municipal services. In 2014 we should be engaged in its optimization, to raise its usability. The Ivanovo region in this question was among the pilot regions defined the Ministry of Telecom and Mass Communications. Project implementation will allow:

• carry out prioritizing of transfer of the public (municipal) services to an electronic form;
• provide the description of the public and municipal services on the portal in a form, available to the population;
• finish the regional portal so that design, navigation and the interface of the portal in general became convenient and simple for users with the different level of technical training.

Besides, we intend to continue issue of the universal electronic cards (UEC) to residents of the Ivanovo region, to expand action of the Universal Card of the School Student project on the territory of all region.

One of key tasks is implementation of the GIS GMP project without what transition to provision of services is completely in electronic form impossible. Already now serious work on connection of administrators of charges to an information system of Federal Treasury is done. In 2014 this work should be continued.

We also consider the perspective sphere of informatization development of geo-information technologies. This understanding found reflection in the agreement signed by the regional Government and Territorial Department of Rosreestr. The document assumes creation of GIS of the area containing information on territories, municipal entities, categories and types of the permitted use of lands of the region.

Information security support of the state and municipal information systems will become other mainstream area of work. In 2013 Management is determined by informatization as the body coordinating this work at the regional level. Also issues of development of cloud computing will not stand aside.

There will be also others, more narrowly targeted, projects.

TAdviser: Give, please, some indicators characterizing the level of informatization of your region.

Anton Kolmogorov: The Ivanovo region is included into number 15 of the leading territorial subjects of the Russian Federation by the number of citizens in terms of 1000 people registered in a Unified identification and authentication system. Users of EGPU and RGPU are 7% of the population of the area. We are one of the first 10 regions by amount of interdepartmental requests in a federal executive authority.

Using instruments of interdepartmental electronic interaction in the Ivanovo region 65 state and 28 municipal services are provided. On the Uniform portal of public services information on 1294 services rendered by authorities of the Ivanovo region is placed.

In executive authorities of the region and local government authorities 538 jobs connected to a single system of electronic document management are created, a system is connected to MEDO Russian Federation.

I think that these indicators sufficiently characterize a close attention of the leaders of area to issues of informatization

TAdviser: How does project implementation of UEC progress in the Ivanovo region?

Anton Kolmogorov: According to a federal subsidy in 2013 the Ivanovo region non-paid received 1200 UECs. For the reporting period a little more than 1000 people filed a petition for issue of UEC. In total in the territory of the region 3 points of issue of the card function. As for scopes of UEC, today regional government on informatization together with profile structures of the Government of the Ivanovo region completes technical training to activation of the transport application of UEC providing use of the card as means of payment at travel by public transport. Already now all vehicles are equipped with necessary terminals and are ready to work with UEC.

TAdviser: What IT budget of the region in 2013 and how it will change in 2014 was?

Anton Kolmogorov: In 2014 on implementation of program actions in the field of informatization it is provided in the regional budget 114 million 370 thousand rubles. In 2013 this digit made 53 million rubles.

TAdviser: What main difficulties regarding implementation of IT programs and IT projects does the Ivanovo region and how these difficulties face are overcome?

Anton Kolmogorov: The insufficient completeness of Personnel management remains our main problem. Staff of management – only 10 people. 1-2 specialists are responsible for each project at us. And here, for example, in staff of similar department in the Yaroslavl region 40 specialists.

TAdviser: What companies are prime vendors of IT products and services for the region?

Anton Kolmogorov: We in the activity are guided by criteria of budget discipline and financial expediency. Determination of the supplier of IT products happens in strict accordance with requirements 94-FZ, and since 2014 – 44-FZ. There are no prejudices in this question. Are ready to work both with federal, and with the regional companies in the field of IT.
