On April 25, 2014 the Keysystems company announced the joint project of creation with Finance department of the Kirov region InformSystem.
Project Tasks
Since the beginning of 2014 budgets of municipal entities of the Kirov region are run in the Unified information system created on the basis of the software package "BUDGET SMART of the Missile Defence".
Project Progress
Before project implementation the Finance department of the Kirov region defined main objectives of creation of the Unified information system of execution of the consolidated budget:
- preparation for execution of basic provisions of the concept of "The electronic budget" which accomplishment is impossible without online access at the level of the subject to detailed information on execution of municipal budgets;
- centralization and expense optimization on acquisition of the software, the server hardware, cost reduction of municipal budgets on automation of financial calculations;
- implementation of uniform methodological approaches to execution of all municipal budgets.
Preparatory activities on project implementation began in April, 2013.
At the first stage the schedule of providing 45 municipal entities of area of local databases of the software package "Budget-CS" by financial bodies which was applied to process automation of execution of municipal budgets for eight years is developed.
The finance department of the Kirov region held their testing and merge. Works were performed using the automated mechanism created by Keysystems company under a direct methodical and practice guidance of specialists of the company.
Creation of the Unified information system makes the process chart in which the documents necessary for work are defined rules of opening of personal accounts are recorded, the single system of assignment of account types and correspondents and also are developed uniform rules of carrying out authorization and conducting budget accounting.
Project Results
In December, 2013 new codes of budget classification are loaded into the database and from the first days 2014 of all 45 financial bodies of municipal entities began work in the Unified information system placed on the equipment of finance department. Use of technology SMART allowed to establish cooperation with a system even to those users who did not manage to organize remote work via the web interface because of unstable communication channels earlier. The number of remote connections of receivers of means of local budgets increased and reached 64% of a total quantity of users.
