In Regional GIS of territorial planning of Yakutia more than 140 registers of space data are created

The regional geographic information system of territorial planning of the Sakha (Yakutia) Republic, or RGIS TP RS (Ya), is designed to solve the whole complex of problems in a support area of management of space development of the territory, the most important of which:

  • rendering the public and municipal services in the field of architecture and town planning;
  • operational providing town-planning documentation, cartographic materials, inventory data in operating activities of divisions of executive authorities and local government.

Step-by-step project implementation on creation of RGIS TP RS (Ya) began in 2014 by request of the Ministry of architecture and a construction complex of the Sakha (Yakutia) Republic.

History of development of RGIS TP RS (Ya)

2018: In RGIS of territorial planning of Yakutia more than 140 registers of space data are created

According to Neolant company, as of April 3, 2018 in RGIS TP RS (Ya) 1021 cards of master plans and 276 cards of town-planning zoning are placed. Data on the approved plans of land use and building of settlements are entered in the register of territorial zones and town-planning regulations.

The entered data and maps are available both via the automated workplace, and via the RGIS TP RS (Ya) portal unrolled in a data processing center of the Government of RS(Ya). On the portal thematic sets of cards which structure and the contents is configured are created.

Besides, for the benefit of the republican ministries in RGIS TP RS (Ya) more than 140 registers of space data are created. Their number includes, for example, registers of the apartment houses and houses under construction recognized abnormal for the citizens moved from hazardous housing; registers of social objects (schools, kindergartens, health care facilities, social organizations). During the work with registers in a system users have a possibility of drawing objects on the card, obtaining information on objects of an environment and the town-planning documents approved for this territory.

In total in RGIS TP RS (Ya) about 1800 space layers among which there are, for example, schemes of town-planning zoning of areas planned according to general plans objects of education, tourism, physical culture and sport, recognized abnormal at home are created.

The similar structured maintaining information allows:

  • analyze the need for placement of new objects taking into account the approved development plans for the territory and create offers on adjustment of schemes of territorial planning, master plans, programs of complex development, etc.;
  • control execution of actions of the state and municipal programs for construction/reconstruction of objects;
  • make decisions on validity of placement of objects of capital construction on specific sections;
  • prepare offers on adjustment of plans of land use and building;
  • reduce terms by preparation of the documents created within rendering the public and municipal services at the expense of the automated entering into the created documents (data from ISOGD, the construction license, the development plan for a land plot) data on town-planning documents, admissible types of use and extreme parameters of objects; data on the land plots and objects of capital construction registered in cadastre.

The internal portal is automatically synchronized with the RGIS TP external portal available on the Internet. The external portal contains data for which the "open" access level is specified. The external portal functions in the test mode.

In Neolant also pointed to a number of the problems interfering full-function use of a system. One of them is connected with the fact that the operator of a system as whom would enter is still not defined:

  • participation in information filling of registers of the space these executive authorities and local government of Yakutia (OIV and OMSU RS(Ya)) necessary for implementation of town-planning activity (the analysis of primary data and preparation of data structures for maintaining registers, the help in filling of registers, consultations of users);
  • participation in preparation and approval of town-planning documentation (check of a cartographic (special) part of documents on compliance to requirements of technical specifications, to other requirements of regulating legal documents to the description and display of space data with use of means of instrumental GIS);
  • participation in project development of the normative and legal, methodical and organizational documents necessary for ensuring functioning and use of RGIS TP RS (Ya);
  • participation in preparation of analytical and information materials on a subject of town-planning activity using data of a system;
  • providing information services to users, including methodical and consulting support on work with a system.

Other not less significant problem — organizational: in particular, the order of interaction of OIV and OMSU of the republic using RGIS TP RS (Ya) is not fixed, there are no regulations of monitoring procedure of qualitative and quantitative indices according to a system, noted in the company.

As result, tasks of "the non-staff operator" of a system specialists carry out Neolant, including themselves responsible for the implemented system.

2017: Connection to Regional GIS of territorial planning of Yakutia of 22 areas of the republic

As of the end of 2017 22 areas of the republic are connected to a system. Into electronic archive (ISOGD, an information system of ensuring town-planning activity) loads schemes of territorial planning, general plans of settlements, plans of land use and building.

Specialists Neolant also performed works on:

  • to binding of raster cards of general plans;
  • to digitization of raster cards of town-planning zoning, filling of the register of territorial zones and town-planning regulations of these settlements.

In a work progress of 2017 in RGIS TP RS (Ya) the opportunities allowing were implemented:

  • create the draft documents "Program of Complex Development of Social Infrastructure" using data on the planned objects in the territory of the area/settlement according to the order of the Government of the Russian Federation about 10/1/15 No. 1050 "About the approval of requirements to programs of complex development of social infrastructure of settlements, city districts";
  • according to addresses on rendering the public and municipal services entered into the system to create reports by areas on the services provided documents, timelines for delivery of services;
  • provide the information about structure of the services necessary for obtaining construction licenses, and regulations of their receiving using the calculator of construction procedures. The calculator works at the basis of data on the regulations approved in the areas entered into the system;
  • receive data on work of municipal services in a system (analytics on the placed documents in ISOGD, to rendering services).

2016: Will connect 15 areas to Regional GIS of territorial planning of the Sakha (Yakutia) Republic

Since 2016 connection to the system of municipal districts and executive authorities started. Municipal town-planning documents and industry data on the existing and planned objects of capital construction are loaded into a system.

According to the results of works the following results will be provided:

  • 15 municipal districts will be connected to a system.

For pilot areas the approved scheme of territorial planning (STP), general plans of settlements, plans of land use, cadastral plans of territories, data of a federal address system will be loaded into a system. Data of areas will be entered in the RGIS TP RS (Ya) central base. Open data (maps and documents of town-planning activity) will be published on the RGIS TP web portal.

  • For work of areas and settlements setup of forms will be made for preparation of allowing documents on objects of capital construction, town-planning plans of the land plots, data from ISOGD.
  • The possibility of data acquisition about the land plots and objects of capital construction from Rosreestr through SIEI is provided.
  • The engineering design on an information security system of RGIS TP RS (Ya) is developed.

2015: Upgrade of Regional GIS of territorial planning of Yakutia

In 2015 RGIS TP RS (Ya) was upgraded, works on creation of industry (departmental) solutions based on a system were in parallel performed. As a result of upgrade in RGIS TP RS (Ya) such modules as appeared:

  • the advertizing structures (accounting of data on the advertizing structures, the issued allowing documents);
  • address register (work with data of the Federal Information Address System, geocoding);
  • addresses (registration of addresses and answers according to requests for receiving the public and municipal services);
  • the document register (preparation of documents within rendering the public and municipal services);
  • examination (approval of town-planning documents);
  • analytics (preparation of analytical data according to a system);
  • interdepartmental interaction (work with external suppliers and consumers of data by means of SIEI).

RGIS TP RS (Ya) interface

2014: Development of RGIS of territorial planning of the Sakha (Yakutia) Republic. The first stage

On June 20, 2014 the Neolant group announced the participation in the project of development of a regional geographic information system of territorial planning of the Sakha (Yakutia) Republic — RGIS TP RS (Ya) by request of the Ministry of architecture and a construction complex of the region.

Prerequisites

The ministry of architecture and construction complex of the Sakha (Yakutia) Republic in 2013 set ambitious goals — to increase efficiency of the solution of managerial tasks using information technologies and to reduce risk of acceptance of illegal management decisions due to information support of decision making process. With respect thereto in 2014 the decision on creation of the Regional geographic information system of territorial planning (RGIS TP RS (Ya)) was made.

Project Tasks

The purpose of creation of a system - support of management of town-planning development of the territory for what in one information space republican and municipal levels of the power of the region integrate.

  • improvement of information openness and "transparency' for the population of work of authorities;
  • simplification and increase in efficiency of interdepartmental interaction;
  • organization of control of activity of town-planning departments and control for the order resources of the region;
  • ensuring accounting of networks of engineering facilities, objects of engineering infrastructure;
  • fight against corruption in this sphere" — Sergey Derepovsky, the minister of the ministry of architecture and a construction complex of the Sakha Republic (Yakutia) told.

Project Progress

Works were performed within implementation of the subprogramme "Town-planning development planning of territories. Decrease in administrative barriers in the field of construction" based on IAS Horizon — the complete solution for implementation of problems of regional and municipal levels in the field of the territorial planning, town-planning activity and other tasks connected with arrangement of the territory.

Within the project of Neolant Group:

  • completed the analysis of regulating and analytical documents of federal and republican levels of the power, its powers and federal requirements to information maintenance of the systems of ensuring town-planning activity;
  • conducted comprehensive examination of a current status of town-planning activity at the regional and municipal levels in the Sakha (Yakutia) Republic.

At the first stage in 2014 comprehensive examination of authorities and local government authorities and also the analysis of a status of town-planning documents and cartographic materials as a part of these documents are carried out. The software implementing RGIS TP RS (Ya) was developed and unrolled.

In a system the following modules are created:

  • ISOGD is maintaining electronic archive of town-planning documents according to the approved rules;
  • the directory of space data – cataloguing of the cartographic materials used in a system;
  • registers of PD – maintaining thematic industry data on different objects with a possibility of a binding to the card;
  • town-planning zoning – maintaining the register of territorial zones and town-planning regulations, preparation of allowing documents, the operational analysis;
  • territory design – maintaining the register of the land plots, preparation of draft documents, the operational analysis;
  • construction and reconstruction of objects of capital construction - maintaining the register of the objects of capital construction (OCC), preparation of allowing documents, the operational analysis;
  • security and administration;
  • the portal providing the publication of documents of town-planning activity - text and cartographic materials.

For all system modules the component of work with cartographic materials using which viewing space data, control of the card, editing the vector cartographic materials loaded into a system is executed is used.
