2023: Approved professional standard "Specialist in research and development in the field of quantum communications "

The professional standard "Research and Development Specialist in the Field of Quantum Communications" was developed by OJSC RUSSIAN RAILWAY"" together with the ANO "Center for Digital Transformation Support" is the second professional standard that regulates the requirements for both the labor market in the field of quantum communications and the field. formations This was reported by Russian Railways on June 22, 2023.

The document was approved by the Ministry of Labor of Russia, registered by the Ministry of Justice of Russia and will enter into force on September 1, 2023.

The development of professional standards is carried out by Russian Railways as part of the implementation of the roadmap for the development of the high-tech direction "Quantum Communications." The demand for specialists in the field of quantum communications of various profiles, including those with the qualifications necessary for research and development in the field of quantum communications, is increasing. As new quantum network equipment is developed and its production expands, so will the application of said equipment.

To timely provide the field of quantum communications with highly qualified personnel, it was necessary to set the requirements for training personnel. Together with the regulator, the Ministry of Digital Engineering of Russia, with the industry Council for Professional Qualifications in the field of telecommunications, postal communications and radio engineering, with the participation of key employers and educational organizations, we have developed such requirements in the form of professional standards and qualification requirements, "said Arthur Gleim, Head of the Department of Quantum Communications of Russian Railways.

The professional standard is a multifunctional document describing the field of activity, the content of labor functions and the knowledge and skills necessary for their implementation, as well as a number of other parameters characterizing the specifics of labor. Specialists will develop design documentation, conduct theoretical and experimental research in the field of creating and operating equipment, devices and complexes for quantum communications systems, evaluate the effectiveness of solving problems for their development using methods of mathematical, physical, computer modeling and field tests, etc.

This standard will become a guideline for updating existing and developing new educational standards and programs in the field of higher education in accordance with the current requirements of employers. This will make it possible to achieve uniformity in the training of highly qualified specialists who have exactly the level of qualifications that an employee of organizations working in the field of quantum communications or who are potential users of such technologies needs.

With the development of equipment production, the release of new standards and regulatory legal acts governing the field of quantum communications, a clearer differentiation of the labor functions of specialists will occur. 2020: Professional standard developed for digitalization specialists

The National Association of Office Specialists and Administrative Workers has completed the development of a draft professional standard "Specialist in digital transformation of documented areas of the organization." Professional standard: key provisions

The main goal of the specialist in digitalization of document management, according to the professional standard, is to ensure effective management of the digital transformation of documented areas of the organization's activity through the use of modern technologies, as well as automation of business processes. The document refers to all divisions of the company in which there is a document flow, the head of the association Lyudmila Khlyusneva explained to TAdviser. This definition of documented areas of activity, according to her, is used in world practice.

The standard identifies three labor functions of specialists in digitalization of document flow: technological and organizational support, as well as management of the digital transformation of the organization's documented areas of activity. To perform each of these functions, the standard implies the allocation of a separate manager.

The main goal of the specialist in digitalization of document management, according to the professional standard, is to ensure effective management of the digital transformation of documented areas of the organization's activity through the use of modern technologies, as well as automation of business processes.

The positions of managers for technological support of digital transformation of documented areas of the organization's activity, according to the standard, can be designated as:

  • Specialist in digitalization of management documentation support;
  • Data Specialist
  • Document digitalization expert.

The positions of employees on organizational support for the digital transformation of documented areas of activity can sound like this:

  • Head of Data Operations
  • Information Systems Implementation Team (Department) Leader
  • Head of the Information Systems Support Team (Department).

The positions of the digital transformation management personnel of the documented areas of activity can be as follows:

  • Head of institution/organization/enterprise;
  • Data Director;
  • Director, Digital Transformation Management;
  • Director, Digital Advanced Development

The standard has the following requirements for process maintenance specialists:

  • specialized secondary vocational education - programs for training middle-level specialists, or non-core - programs for training middle-level specialists - in combination with additional vocational education - programs for professional retraining in the field of activity.
  • at least one year in the field of working with data and information objects of documented areas of the organization's activity;
  • additional vocational education - advanced training programs in the field of activity - at least once every three years.

The standard requires organizational support specialists to:

  • specialized higher education (undergraduate )/non-core in combination with additional - professional retraining programs in the profile of activity/specialized secondary vocational education - training programs for middle-level specialists/non-core in combination with additional - professional retraining programs in the profile of activity;
  • for specialists with higher education - at least a year of experience in the field of technological support for the digital transformation of documented areas of the organization's activity;
  • for specialists without higher education - at least three years of experience in the field of technological support for the digital transformation of documented areas of the organization's activity;
  • advanced training in the programs of the service approach to information technology management, methods of user service.

The following requirements are made for management professionals:

  • specialized higher education - master's degree/non-core higher education (master's degree) in combination with additional (professional retraining programs in the field of activity);
  • At least five years of leadership in the field of data management of documented areas of the organization;
  • advanced training in data management programs and information facilities.

The standard also contains requirements for specialists subordinate to the heads of technological and organizational support for the digital transformation of documented areas of the organization, as well as the management of this process.

Development of professional standard

The responsible developer of the professional standard project, according to his explanatory note, was the National Association of Office Specialists and Administrative Workers. She also initiated the development of the document, as she has the authority of the Council for Professional Qualifications in the field of documentation and administrative and economic support of organizations. The National Council under the President of the Russian Federation for professional qualifications granted these powers to the association on March 2, 2016. The association plans its activities to develop professional standards, update them, conduct professional and public accreditation of educational programs, create centers for assessing qualifications, and assess qualifications by applicants. The composition of the developers of the professional standard, according to Khlyusneva, was agreed by the association with the Council for Professional Qualifications in the field of IT.

First of all, methodologists, analysts and representatives of companies with direct experience in implementing programs for digital transformation of documented areas of the organization's activities were involved in the developers, according to her, since during the development of the professional standard, a fundamental decision was made to abstract from the development of technical solutions in the field of document management.

Preparation for the development of the project of the professional standard, according to her, began in December 2018, development - in February 2019. The public discussion of the document took place in April-October 2019. Its holding before the placement of the professional standard on the regulation.gov.ru, according to Khlyusneva, was associated with the relevant methodological instructions of the Ministry of Labor.

During the public discussion, the document was sent by the association to various organizations. Which ones were not explained in it. Also, starting from September 2019, a number of events were held - at the Chamber of Commerce and Industry of the Russian Federation, SSTU named after Yu.A. Gagarin, Nizhnevartovsk State University, North-Eastern Federal University named after M.K. Ammosov. The professional standard was also discussed during interregional round tables for representatives of the professional community, employers, their associations, federal and regional executive bodies.

In addition, the document was posted on the websites of the Ministry of Labor and the "National Association of Office Specialists and Administrative Workers," as well as the resources of various associations and regional chambers of commerce and industry. However, the professional standard was not posted on the websites of any organizations related to IT.

In September-October 2019, the association adjusted the draft professional standard and in November 2019 sent it to the Ministry of Labor. After consideration by the ministry, the association finalized the document in accordance with its comments. At the same time, it was originally planned to approve the document back in November 2019. The association announced such a date as part of a discussion of the professional standard at the Chamber of Commerce and Industry in September 2019. Regarding the delay in approving the trade standard, Lyudmila Khlyusneva noted that when developing the professional standard, "it is impossible to accurately take into account what time it will take at each stage, especially how long he will stay in the Ministry of Labor for approval, what questions and comments will be, how long it will take to remove them."

After placing the professional standard on the regulation.gov.ru, the association, if necessary, will finalize the document, Khlyusneva noted. Further, the association will send a professional standard to the National Agency for the Development of Qualifications and the National Council for Professional Qualifications under the President of the Russian Federation. If approved by the latter, the document will be transferred to the Ministry of Labor for approval, after which the Ministry of Justice will register the professional standard with the help of the relevant order of the ministry.

Developer opinion

The need to develop a professional standard is caused by the presence in organizations of a huge amount of unresolved tasks related to the construction of a unified electronic document management system, according to his explanatory note.

According to Lyudmila Khlyusneva, the digital transformation of documented areas of activity in organizations is developing at a rapid pace, so a professional standard in this area was necessary "yesterday."

It is impractical to wait for the development of a "universal" CDTO standard and after that begin to develop a standard for the digital transformation of documented areas of activity of organizations. They already need qualified specialists in this area, - said Lyudmila Khlyusneva.

But this is absolutely not an excuse or excuse not to take action to organize activities at least in certain areas. Moreover, in the future, the standard "Digital transformation of documented areas of activity" can serve as the basis for the development of a universal CDTO standard, - said Lyudmila Khlyusneva.

Commercial Director of Digital Design Vladimir Kokhan, speaking with TAdviser about the professional standard of the Ministry of Labor, noted that it mainly lacks explanation - "what is understood by" documented areas of the organization's activities, "which is necessary to avoid double perception.

It would be great either to give a clear definition, which, unfortunately, is not in the document, or to give examples, which are "documented" areas, and which are "not documented." Is it about EDMS? About the documented processes of the organization, that is, the processes by which there are regulations? - Vladimir Kokhan argues.

He also noted that the professional standard introduces actually three levels of qualification, in other words - three levels of positions: specialist/head of the group (department )/director.

If you read more carefully, then, unfortunately, it turns out not the best mixture of the functions of an ordinary IT department and real tasks for digital transformation. For example: a category A specialist, on the one hand, must start mailboxes for employees of the organization, and on the other, prepare proposals for optimizing digital transformation processes. Another example: the head of the group (category B) is engaged in the correct assignment of access rights for users, and at the same time is responsible for the development of regulatory and methodological support for digital transformation processes, the development and control of KPI digital transformation processes, - Vladimir Kokhan drew attention.

These tasks, in his opinion, are at least ineffective to combine within one position.

And if we say that all IT functions should fall on these divisions in addition to digital transformation, then, of course, the functions of employees need to be expanded. But it would be better for them to engage in digital transformation, and leave the administration and support of IT systems to specialized departments, - said Vladimir Kokhan

Summarizing, he noted that in the current edition, the professional standard "can only confuse everyone." According to Kohan, it would be more correct to assemble a working group with CDTOs from different industries, as well as the expert community, to discuss in more detail the requirements for specialists in digital transformation of the organization's documented areas of activity. Since they really can distinguish some features compared to "universal" CDTOs.

According to Dmitry Livshits, CEO of Digital Design, it is necessary to start by updating standards within the framework of university programs related to IT and digital transformation, both basic and additional education. Such a measure will make it possible to more systematically prepare not only future IT specialists, but also future managers, Livshits is convinced.

The head of Digital Design also drew the attention of TAdviser that there are very few organizations engaged in their own digital transformation, not automation, in Russia.

The main difference between digital transformation and automation is the creation of fundamentally new business processes and models of the company's activities, and not the introduction of IT technologies into existing processes of the organization.

And from this point of view, the key is not the introduction of CDTO positions and professional standards for them, but a change in the logic of the behavior of shareholders and top management of companies. By the way, the current crisis situation in the economy is now only contributing to this and will continue to contribute, - said Dmitry Livshits.

The Russian IT market, in his opinion, is filled with myths and legends around intellectual property, and sometimes even at the highest level, when discussing these issues, you can face shocking ignorance. In this regard, it is extremely important to add a requirement to the new standard that it is necessary to study the course on the basics of intellectual property for all those who will become responsible for digital transformation in the future.

IT is always about working with intellectual property. CTDOs should be clear that when working with software, they will face the use of intellectual property. Moreover, they are required to understand this issue at an acceptable level in order to adequately and carefully assess risks when working with software. 2019: Specialist in the digital transformation of the organization's documented areas of activity. Discussion in CCI.

On September 25, the Chamber of Commerce and Industry of the Russian Federation held a public discussion of the professional standard "Specialist in digital transformation of documented areas of the organization."

The developer of the professional standard is the National Association of Office Specialists and Administrative Workers. The All-Russian Research Institute of Documentation and Archival Businesses, IT Expert JSC, Taxcom LLC, FSBEI HE Russian State Humanitarian University, the Russian Union of Chief information officers and other experts are also involved in its creation.

The participants of the round table came to the conclusion that the professional standard "Specialist of digital transformation of documented areas of activity" is a popular document that solves the issues of functioning and control of electronic document management, the introduction of the best technical developments and information technologies in the management of electronic documentation of the organization. In Russian companies, the need for such specialists is long overdue.

Vera Iritikova, a teacher at the Higher School of Public Administration of the RANEPA under the President of the Russian Federation, called for the opening of specializations in digitalization in educational institutions from the second semester.

The approval of the professional standard of a specialist in digital transformation of documented areas of the organization is planned in November 2019.

2017: Circuit Engineer of Electronic Equipment

ARPE invited industry experts to develop a professional standard for the position of circuit engineer of electronic equipment

The Ministry of Labor and Social Protection of the Russian Federation approved in October 2017 the application of the Association of Developers and Manufacturers of Electronics (ARPE) for the development of an industry professional standard "Circuit Engineer of Electronic Equipment." After the approval of the application, ARPE called on industry experts to take part in the formation of qualification requirements for the declared profession.

The work was to be completed by the end of January 2018. In parallel, the Association joined the working group of the National Council for Professional Standards under the President of the Russian Federation (NSPK). In addition, ARPE intended to create a council for professional qualifications in the field of electronics within the framework of the NSPK.

The National Council for Professional Standards under the President of the Russian Federation consolidates the efforts of employers, trade union organizations and government bodies to resolve issues of developing the national qualification system. The body conducts an examination of draft regulatory legal acts of the Russian Federation on the development of a system of professional qualifications. The NSPK reviews draft professional standards and coordinates work aimed at improving the quality of professional education.

The industry professional standard "Circuit Engineer of Electronic Equipment," which ARPE began to work on, according to the plans, was supposed to contain a description of the functionality, requirements for education, qualifications and skills of specialists in this profession. It was necessary to create a standard until the end of January 2018.

After its adoption by the Ministry of Labor and Social Protection, electronic industry enterprises had to use it to form requirements for the relevant position, develop their own means with its help to assess the qualifications of specialists - tests, practical instrumental methods. It was planned that the standard unified for the Russian electronics market would allow personnel divisions of companies to standardize applications for the search for employees on specialized resources.

The association also took the turn to work on the standards "Design Engineer of Electronic Equipment" and "Production Engineer of Electronic Equipment." Applications for their development by the association have already been submitted to the Ministry of Labor.

2013-2014

In 2013-2014, by order Ministry of Labor and Social Protection of the Russian Federation , mass development of professional standards was carried out in all industries. In total, more than 800 professional standards were to be developed according to the ministry's plan. The project for the development of the professional standard "architect" software was launched in 2013 in accordance with the plans of the Ministry of Labor and as part of a new stage in the development of professional standards for the IT industry, which is being conducted under the auspices. APKIT

The responsible developer of this standard was the IBS Group of Companies, one of the industry companies, a software developer in Central and Eastern Europe. IBS has a consulting practice in the field of personnel management, including projects to develop standards and methods for managing professional development, training, career growth.

The IBS team developed the standard in accordance with the methodological recommendations and layouts of the Ministry of Labor. An analysis of the state and prospects for the development of the profession, regulatory, methodological, educational, technological documentation related to the profession of software architect was carried out. Also, with the support of APKIT, a representative survey of industry companies was conducted. The proposals of the developers on the content of the standard were discussed by an expert group, which included managers and experts of leading software development companies, specialists in the field of management, training and development of personnel, rationing and labor protection. The developed standard passed an open public discussion, as a result of which it was clarified and supplemented.

The past public discussion and the necessary improvements of the standard was recommended for approval by the Expert Council for Professional Standards under the Ministry of Labor of Russia. By order of the Ministry of Labor of Russia No. 228n of 11.04.2014, the professional standard was approved and began to operate.

The professional standard sets the requirements for professional competencies at qualification levels for all employers. The professional standard will be applied by enterprises in the implementation of personnel policy, in the education system - in the development of educational programs and state educational standards.

Software Architect

The professional standard in the field of IT "Software Architect," the responsible developer of which was IBS, was approved in the summer of 2014 by the Ministry of Labor and Social Protection of the Russian Federation and entered into force. The professional standard was developed under the auspices of the Association of Computer and Information Technology Enterprises (APKIT) with the active participation of the IT industry. It was planned that it would set clear guidelines for industry employers and in the development of educational programs for students in IT specialties.
