BFT implemented "ACC-Budget Control" in the Ministry of Finance of the Amur region

The Amur region for several years conducts effective policy in the field of automation of crucial elements of management of public finance. Now in the region the program and target principles of the organization of budget process are implemented, and the share of program expenses makes 98%. More than 4300 users from 304 municipal entities work in a single system of management of public finance of the Amur region on the basis of centralization and integration of planning processes ("ADC-Planning") and budget implementation ("ADC-Finance") using the legally significant electronic document management (LSEDM). Procurement management is exercised using the automated control system for the public and municipal procurements ("ATsK-Goszakaz").

Choosing a Solution

In the light of entry into force of Federal laws No. 252-FZ and No. 44-FZ especially sharply there was an issue of automation of control in the financial and budget sphere and in the field of purchases. Therefore in the Ministry of Finance of the Amur region the decision on upgrade of functional structure of a single system of management of public finance of area regarding financial control and control in the field of purchases was made. The "Budget and Financial Technologies" Company became the contractor of the project.

Project Progress

Now in implementation phase there are first stages of the project. So, the information system "ACC-Budget Control" intended for implementation of financial control is adapted for operating conditions in the Ministry of Finance of the Amur region already now. The solution will allow to provide control of observance of the budget legislation of the Russian Federation and other regulatory legal acts regulating budget legal relationship. The ACC-Budget Control system regarding control of procurement procedures will allow to warn and reveal violations of the law of the Russian Federation and other regulatory legal acts governing the relations in the field of purchases for the state and municipal needs.

Result

Along with implementation of an automated system of "ACC-Budget Control" in the Amur region the project on implementation of YuZED based on the ATsK-Goszakaz system is begun. In the course of execution of works experts of BFT Company at close cooperation with specialists of Management of the state order of the Amur region carried out the complex analysis of the operating system of office-work and made setup of electronic document management. Managements experts will be able to feel already in the nearest future the first positive results of implementation of YuZED. It is expected that due to reduction of labor costs on document handling, express and a postage and also storage costs and utilization of paper documents, the system effectiveness of management of public procurements of the Amur region in general will be increased, representatives of the company integrator reported TAdviser.

Commenting on a picture of informatization of budget process of the Amur region in general, the commercial director of BFT Company Natalya Zeytenidi noted: "The centralized systems of planning of "ADC-Planning" and execution of the regional budget of "ADC-Finance" installed in the Amur region and also a management system for the public and municipal procurements "ATsK-Goszakaz" and an information system of financial control "ACC-Budget Control" integrate in a common information space.
