December 18, 2014. The Softline company announced project completion on development of the portal of municipal services of the city of Sochi based on Microsoft SharePoint Server 2013.
Choosing a Solution
The administration of Sochi pays much attention to issues of increase in efficiency of interaction of citizens and bodies of the state and local government. In particular, in the city the multifunction center of providing the public and municipal services (MFC) which is the subordinated organization of management of information resources of the city administration works.
Work of MFC with citizens on informing, receiving and delivery of documents in the mode of "one window" does this process simple and convenient. In addition the e-queue systems installed in the centers, information booths and payment systems simplify this interaction, and in the remote territorial formations of the city work of mobile MFC is adjusted.
The same purposes – increase in efficiency and simplification of interaction of the population and state structures – caused the decision of Administration of Sochi on the organization of the Internet portal on acceptance of electronic petitions from citizens. In an open competition on project implementation the victory was gained by the Softline company which proposed the solution based on Microsoft SharePoint Server 2013 meeting the requirements of the customer in terms of functionality and security.
Project Progress
As each service has the specifics, analysts of department of solutions of Microsoft of Softline company described business processing for 30 types of requests. Their routing in administration was created on the basis of the regulating documents of the city describing regulations of providing this or that service. As a result of execution the document package which is transferred to the applicant to MFC forms. The personal account is integrated with a mail system, and all notifications about change of the statuses of requests come to mail both to the applicant, and the employee of city administration.
Thanks to integration with the single system of interdepartmental electronic interaction (SIEI) the portal provides services in a part of interaction with several federal bodies – FPS, Rosreestr, FTS, FSB, the Ministry of Internal Affairs. When implementing the project special attention was paid to security of the solution (wire level protection and their safety). Information exchange between departments is performed on the closed, encoded channels. Besides, each request is vised by electronic digital signatures of the responsible and the system. The portal of municipal services underwent certification regarding compliance to the law on personal data protection and is officially registered in SIEI.
Result
The created portal represents the external interface both for the order of services by legal entities and physical persons, and for their postprocessing by operators (the authorized staff of administration). Access to requests is provided after authorization in a unified identification and authentication system (Unified identification and authentication system) of the Russian Federation within infrastructure of the electronic government. From a personal account users can select necessary from 30 automated services and submit the application for their providing online. In the profile the operator checks addresses for compliance to regulations and starts process of their processing / execution. At the same time the requests which came to MFC internally are synchronized with the portal: each hour the program performs export of data from the electronic system of the Center.
Now residents can make electronic addresses by 30 types of requests to local authorities and trace execution stages online.
Yulia Nazarova, the project manager of department of solutions of Microsoft of Softline company, noted: "The project in City administration of Sochi - very responsible and non-standard. The main technical complexity was connected with security and compliance of the portal to requirements of the legislation. As there is no universal solution, we did huge work on design, development and integration SIEI with departmental services, each of which has the level of protection. SharePoint allowed us to implement all functionality conceived by the customer SIEI, having provided at the same time reliability of data transmission and their safety".
"The idea of the project consisted in that receiving municipal services by the applicant took place in the most comfortable conditions, and completion dates and quality were controlled on a centralized basis. On the developed portal the user can leave the address at any convenient time, trace stages of its execution, receive electronic copies of documents. And all this is without queues and need once again to visit MFC. The management of administration, in turn, can check timeliness of execution of the arrived requests for rendering municipal services by each contractor. All these opportunities, certainly, increase transparency of activity of local government authorities and do it more clear for the population. We will continue the begun work on transfer of municipal services to an electronic form", - Victor Gusev, the acting as the head of department of information resources of City administration of Sochi summed up the project results.
