The IT system will simulate mail delivery across all Russia

In 2015 Russian Post is going to put into operation a large-scale information system for modeling of processes of regional mail logistics through the whole country. Follows from the project documentation published at the end of December, 2014 that a main objective of its creation is reduction of operating costs of the enterprise at observance of control terms of transfer of mail.

Decrease in operating expenses should be reached due to optimization of work of production facilities, reduction of outages of technology and personnel. In addition, in Russian Post calculate that a system will allow to reduce quantity of errors by preparation and execution of delivery plans thanks to integration of a system with IT infrastructure of the enterprise and also will provide a possibility of acceptance of management decisions on the organization of network functioning of a mail service.

The system of modeling of logistic processes of Russian Post will allow to process data about not less than 6 billion mailings in a year

A system will allow to model mail flows and production processes taking into account a number of parameters: a type of mailings (sending, the non-registered letter, etc.), a transportation method (an avia, automobile, railway, water), like the vehicle, capacity for transportation, a type and depth of sorting of mail, etc.

The solution should provide also display of "bottlenecks" – places of failures in work of logistic network – in the form of messages and reports, to create notifications on different types of events, for example, at achievement of the most available number of workers in one of planning periods or in case of failure of the diagram of a mail flow, to provide the scenario analysis.

In requirements to the system of modeling it is specified that it should be implemented based on one of the following software solutions, it is specified in terms of reference: IBM ILOG Decision Optimization Center Oracle Strategic Network Optimization, Quintiq or River Logic.

As of the end of 2015 the production and logistic network of Russian Post consists of 42,000 departments of a mail service and about 1000 production facilities. Annually mail employees of the enterprise accept, process and deliver more than 3 billion mailings.
