Administration of the Surgut district (ADC-Planning)

January 21, 2015. The company Budget and Financial Technologies (BFT) announced completion of automation of the portal based on "ATsK-Otkryty the budget" and also schedule systems of the budget of "ADC-Planning" and the system of budget implementation "ADC-Finance", set in Finance department of Administration of Surgut.

Choosing a Solution

To increase openness and availability of budget process to citizens and also it is essential to facilitate work of local government authorities regarding carrying out the analysis of some aspects of budget process, the City administration of Surgut made the decision on automation of process of placement of information on city budget in a form, available to citizens, on the separate informational portal "The Budget for Citizens" on the Internet. Project works which is at the moment in active implementation phase were entrusted "Budget and Financial Technologies" Company.

Project Progress

Key feature of the project – universality of mechanisms of storage and data mapping about budget process. Within the ATsK-Otkryty Budget portal different subsystems for data purification before the publication, project analysis of the budget, the reference information about the budget, the analysis of budget implementation, OLAP data analysis and also the analysis of budget deficit financing sources will be set. The Budget for Citizens portal will have several sections and subsections upon transition to which citizens will be able to obtain general information about the budget in digits, about the diagram of preparation of the budget of Surgut, about processes of formation and budget implementation. Data will be automatically uploaded on the Portal from the automated systems of planning of the budget of "ADC-Planning" and budget implementation of "ADC-Finance" set in Finance department of Administration of Surgut.
