Independent registrar

Objectives

System operation Independent registrar is aimed at providing:

• reservations and storages of history of holding auctions on electronic platforms and visualization of information stored in the IC "Independent Registrar";
• operational obtaining reliable information by regulatory authorities about the legally significant actions made when holding electronic auctions;
• possibilities of identification of violations when holding electronic auctions, including at placement of information on the official site of www.zakupki.gov.ru.

Tasks

Problems of a system is:

• collecting, recording and storage:
• all actions in the course of holding auctions on electronic platforms;
• legally significant actions in the course of placement of information, including on the official site of www.zakupki.gov.ru;
• identification of cases of fraud when holding electronic auctions;
• transfer of the stored information on a request in an information system FAS Control;
• providing information on the actions made at biddings for adoption of solutions by regulatory authority on the basis of the objective information;
• visualization of information stored in the information system "Independent Registrar".

Terms

November, 2013 – December, 2015.

The first stage of works on the contract was completed on March 27, 2014 as a result of which the following subsystems of the IC "NR" were developed:

• subsystem of control and audit;
• subsystem of formation of uniform normative and help base;
• administration subsystem;
• subsystem of control of work of electronic platforms and prevention of threats of holding electronic auctions;
• integration subsystem;
• subsystem of information security.

The second stage of works on the contract was completed on November 17, 2014 as a result of which the IC "NR" is put since November 27, 2014 into commercial operation on all 5 electronic platforms which are selected for placement of the state order.

Within the third stage new subsystems of the IC "NR" will be developed. Completion of a subsystem of cybersecurity. Maintenance of subsystems of the IC NR. Consulting maintenance of users.

Control points

The first stage of works on the contract — on March 27, 2014. The second stage of works on the contract — on November 17, 2014. The third stage of works on the contract — on December 31, 2015.

Current status

The IC "NR" is put into commercial operation on all 5 electronic platforms which are selected for placement of the state order.

Implementation course

2020: The plan of increase in an integration scale with the Unified information system in the field of purchases

The RT-Proyektnye Technologies company of State Corporation Rostec by request of Federal Treasury will develop the updated functionality of the Unified information system in the field of purchases (EIS). After upgrade, including, the integration scale of EIS and the state information system "Independent Registrar" which fixes on video of action of participants of an auction will raise, reported on September 7, 2020 in Rostec. 2014: Start of the Independent Registrar system

According to the order of the Ministry of Telecom and Mass Communications of the Russian Federation No. 398 of November 18, 2014 the Independent Registrar system is put into commercial operation since November 27, 2014 on all five electronic platforms working on placement of the state order.

In November, 2014 the Deputy Minister of Telecom and Mass Communications of the Russian Federation Mikhail Evrayev announced start of the Independent Registrar system allowing to reveal fraud cases at electronic biddings. Participants of the press conference devoted to start of a system provided the information system "Independent Registrar", told about the principles of its work, development perspectives, terms of introduction to commercial operation and significant changes in work of entrepreneurs and customers.

"Since November 27, 2014 the Independent Registrar system will begin to work at all electronic platforms connected to the state order. Entrepreneurs will be able to download the program and the instruction for its use from the website of state procurements. Without this system entrepreneurs cannot effectively protect the rights at the appeal of actions of FULL FACE electronic platforms of Russia as the regulatory authority without Independent Registrar has no objective information for decision making" — Mikhail Evrayev told.

The director of the department of implementation of legislative initiatives of the Ministry of Telecom and Mass Communications of the Russian Federation Vasily Gorbunov also participated in the press conference devoted to start of Independent registrar. He showed system operation and told about the main threats which are fixed by Independent registrar. Information from a system will be provided on requests of antimonopoly service. So, if the bidder complains of their result FULL FACE to Russia, antimonopoly department will be able to carry out an inspection of the course of an auction, having requested data from a system.

"Information will come to Independent registrar from two sources: from the bidder and electronic platforms. Provided data will be stored in Independent registrar in encrypted form" — Vasily Gorbunov noted.

Besides, a system will be able to record incorrect placement of information on electronic platform or impossibility of submission of the price offer, blocking of participants of electronic auctions, and other threats.

Also made a speech at a press conference the acting as the CEO of federal state unitary enterprise Scientific Research Institute Voskhod Armen Kocharov who noted that a system was developed within a year and now it is completely ready to input in commercial operation. The CEO of "Topkeys" Anatoly Bakhtin noted that "system development was conducted from scratch and was based on the software of the Russian production. As a result the excellent example of substitution of import technologies turned out Russian".

"A system will become the working tool in fight against fraud at electronic biddings. A system has no analogs neither in our country, nor in other countries. In the near future we are going to transfer all auctions for distribution of property and property rights on behalf of the state to an electronic form on the uniform procedure, having connected to them Independent registrar. It will provide the equal rights for participation in biddings to entrepreneurs and will allow to increase considerably income of budgets of all levels due to development of competitive environment" — Mikhail Evrayev told in conclusion.

2013: The declaration of tender on creation of the Independent Registrar system

Ministry of Telecom and Mass Communications Russia Announced competition on creation of the Independent Registrar system on August 1, 2013. The winner became Federal state unitary enterprise Scientific Research Institute Voskhod.
