Kocharov Armen Ovanesovich

Biography

Armen Kocharov graduated from the Moscow Izhenerno-physical Institute (MIPI) as an engineer-physicist. Then was trained in a postgraduate study of Physical institute of P.N. Lebedev (FIAN) and worked in the USA (The Pennsylvania State University).

In 1999 — 2004 worked in Columbus IT Partner Russia, since 2001 as the commercial director, and from the 2003rd — at a post of the vice president for business development in Russia and the CIS.

From December, 2004 to January, 2008 Kocharov worked in IBS company where held a post of the director of the department of system solutions.

2008: transition to I-Teco

In February, 2008 Armen Kocharov was appointed the Deputy CEO of I-Teco system integrator.

Among other things, was engaged in development of a single identification system for the Olympic Games in Sochi.

The founder and the chairman of the board of directors of I-Teco Alexey Remizov in comments to the CNews edition said that Kocharov for I-Teco^[1].

The manager left I-Teco in October, 2013.

2013: Transition to Scientific Research Institute Voskhod

Since November 1, 2013 Armen Kocharov was appointed the deputy CEO of federal state unitary enterprise Scientific Research Institute Voskhod, and on November 19 there was an acting director, having replaced other native of I-Teco Alexey Sividov.

Between scientific research institute and I-Teco Alexey Remizov then did not agree with the assumption of the future partnership. As of 2013, according to him, I-Teco had no contract with Voskhod.

However, in practice there was everything differently. In 2014-2017 IBS practically did not cooperate with Voskhod whereas I-Teco concluded only direct contracts for the amount about 100 million rubles (supply of equipment, software, completion of system Elections state automated system).

About 1 billion more rubles under contracts with Voskhod were received by Transsiti company which owner in 2015-2016 was the native of I-Teco Andrey Kim who also as well as Armen Kocharov, working in I-Teco, was engaged in the Olympic IT projects.

Together with Transsiti Voskhod serviced an information system of a registration and issue of passports and Elections state automated system, executed other projects.

2017

Dismissal from Voskhod

In April, 2017 two interlocutors of TAdviser familiar with Armen Kocharov announced that in the nearest future he will leave the post.

He refused further comments. The Ministry of Telecom and Mass Communications reported that as of April, 2017 Armen Kocharov continues to fulfill duties of the director of Scientific Research Institute Voskhod.

The deputy Kocharov during operating time in Voskhod did not get rid of a prefix.

On July 21, 2017 in Scientific Research Institute Voskhode announced the termination of powers of Kocharov and appointment of the director Dmitry Starovoytov as the acting as.

The Deputy CEO in New cloud technologies

In September, 2017 Armen Kocharov was appointed to the position of the deputy CEO of New cloud technologies company. On this position he supervises a business activity, partner interaction and a public sector, reported in the company.
