On June 23, 2015 it became known of project implementation of system implementation of control of transport on the platform of GLONASS technologies in the Vladimir region. The customer in the Department of Health Care project of the Vladimir region, the contractor regarding automation of dispatching work of stations of emergency medical service - the Vladimir branch of Rostelecom[1].
Project Progress
From 2010 to 2012 for acceptance and coordination of calls of dispatching service the navigation and coherent equipment (13 automated jobs connected to the single server platform) is installed.
At 20 stations of emergency medical service hardware complexes on the automated workplace platform of the manager for monitoring and control of sanitary transport are set. 254 machines of emergency medical service are equipped with sets of onboard equipment of satellite navigation GLONASS or GLONASS/GPS.

In 2013 and for 2014 implementation of navigation technologies continued: 303 sets of onboard equipment of satellite navigation GLONASS GLONASSGPS or / and 68 automated workplaces of the manager are set, implementation of the hardware-software complex providing scheduling of sanitary transport of the region is carried out.
In December, 2014 in the territory of the Vladimir region the pilot software solution on scheduling of stations of emergency medical service recommended by the Russian Ministry of Health is deployed.
Platforms for a pilot project: the independent station of emergency medical service of the city of Kovrov (services more than 175 thousand citizens) and department of emergency medical service of the Central district hospital of Yuryev-Polsky (services more than 37 thousand inhabitants). A main goal of a pilot project - implementation of the unified software solution for scheduling of sanitary motor transport of the medical organizations of the Vladimir region. It pursues quality improvement of medical care of inhabitants:
- reduce receptive period and transfers of a call the manager,
- reduce arrival time of operational services to the place of a call and improve their interaction,
- increase readiness of the medical organizations for delivery of health care at the emergency hospitalization and emergencies, providing at the same time succession of a pre-hospital and hospital stage,
- reduce social and economic damage, level of disability and death rate of the population.
And to solve a number of administrative tasks:
- increase effective management of crews of the medical organizations providing emergency medical service and services of medicine of accidents, providing data protection from loss and unauthorized access;
- increase efficiency managements of all organizations of the Vladimir region involved in process of rendering emergency and emergency medical service;
- increase justification and quality of management decisions due to timely obtaining the objective and complete information.
During the project it is necessary to prepare and fulfill mechanisms of integration of a management system for cars of ambulance with information systems of the regional level (the systems of Federal Compulsory Health Insurance Fund and insurance companies, the electronic medical record of the region), having provided at the same time a possibility of data transmission from the ambulance car in an information system of the accident ward of the medical organization. As it often happens, new methods of work were called at the first stage of their implementation quite strong unacceptance. But existence of a powerful administrative resource on behalf of the director of the department of health care and its deputy for economy induced the staff of ambulance to begin work.
There were difficulties with use of mobile automated workplaces of mobile teams and input of results of a call in the IC. Integration of a dispatching system of ambulance with information systems of the regional level taking into account specifics of the medical organizations is finished.
Project Results
As the press service of administration of the Vladimir region reported, cars of emergency medical service are equipped with exchange service stations of the GLONASS navigation satellite system. The software solution is integrated with the Single state information system of health care, including with the regional medical MedBase system that provides access for the paramedic who arrived on a call to the medical record of the patient
Dispatching system considerably accelerates work of emergency services and helps to service requests in the automated mode.
