70% of federal information systems in the Russian Federation work based on Microsoft and Oracle

Despite statements for need of decrease in dependence on import and the accepted regulating documents, about 70% of federal state information systems in Russia continue to use as the basic software foreign products closed source of Microsoft and Oracle.

The analytical center TAdviser Report, found out what database management system (DMS) and the operating systems (OS) are the most popular among the Russian ministries and departments.

Data on all 321 registered federal state information systems (FSIS) and the basic software used in them were for this purpose analyzed.

How to receive complete report version

The most popular operating system in federal authorities is Microsoft Windows. As server OS it is used almost in 70% of a FSIS. Types of systems Linux also Unix have shares of 26% and 10% respectively (in some FSIS it is used on several basic products therefore the amount of shares exceeds 100%).

As the client OS (set in workplaces of users of a FSIS) almost in 100% cases Microsoft Windows of different versions is used. Along with it also the alternative systems - Linux (19.6%), by Mac OS (14.6%) and Unix (6.5%) can be used.

The most demanded database management system is also the product of Microsoft - SQL Server - from shares of 41.1%. The five includes Oracle Database (28%), MySQL (15.6%), PostgreSQL (9.7%) and IBM Lotus Notes/Domino (3.1%).

In total DBMS Microsoft Oracle are also used almost in 70% of federal state information systems.

Considering that the open source code system of MySQL develops and Oracle is supported, it is possible to consider a share of this corporation in federal bodies of the Russian authorities leading and exceeding 43%.

During the research TAdviser Report separately considered large information systems (more than 1000 users, or without restriction of number of users). Them there are 114.

The basic software of the American corporations Microsoft and Oracle enjoys wide popularity in the Russian federal state agencies

The share of server operating systems and Microsoft DBMS in them is much less (57% and 32% respectively), and a share of products open source - above. The fact that the leading supplier of DBMS for large FSIS is Oracle also belongs to the interesting facts.

During the research TAdviser Report revealed departments which can be considered adherents (or, at least, active users of the Open source software). Treat like those:

  • FSSP (its only FSIS does not use products closed source as OS or DBMS at all).

Separately It should be noted Federal Treasury and Rosreestr which also actively use server operating systems open source (12 of 15 systems of Rosreestr, 4 of 5 - Federal Treasury), but are completely dependent on Oracle regarding DBMS.

The Russian products (including a forka of the international open projects) are used as DBMS and OS by federal agencies quite seldom. It is possible to carry the Uniform portal of state services working at server Alt Linux OS and an information system of the Federal Bailiff Service which selected Red Data Base DBMS to the most noticeable and large examples.

The most popular versions of Linux in the Russian federal state agencies, according to the research TAdviser Report, are products Red Hat, Debian and CentOS. The most demanded versions of Unix - FreeBSD Oracle Solaris and IBM AIX.

"Our research showed that despite the accepted regulating documents and statements of heads of the state for need to move towards decrease in dependence on import to IT, federal authorities continue to use the closed foreign products in large quantities, - Alexander Levashov, the Chief Editor of the TAdviser portal says. - It is obvious that anywhere and everywhere it is not necessary to refuse the foreign solutions checked for years at all, but the fact that even a little noticeable downward tendency of dependence is not observed yet guards".

In total in Russia 321 FSIS is registered. Operators of these systems are 81 ministry, department or the subordinated organization. It is possible to carry to the most known FSIS:

  • System of accounting of production volume and turnover of alcoholic products (Unified State Automated Information System),

  • Website of state procurements (GIS OOS),

The largest FSIS (on number of the connected users) are:

  • The unified federal register of data on the facts of activity of legal entities (about bankruptcy) - 3,000,000 users,

  • Uniform automated information system of customs authorities - 300,000 users,

  • Automated information system Tax - 190,169 users,

  • Justice state automated system - 102,230 users.

  • Information system of Federal Bailiff Service - 63,500 users.

Some information systems have no restrictions for connection of users. It concerns, first of all, systems intended for work with end users (for example, EPGU and also departmental portals on which there are state services).
