In the Belgorod region the single system of state procurements on "ATsK-Goszakaz" is started

Since July 1, 2015 in the Belgorod region there began the work the unified information system of the public and municipal procurements based on the automated system "ATsK-Goszakaz". The project implemented by finance department and budget policy of the Belgorod region together with BFT Company integrated more than 2000 state and municipal customers of the Belgorod region from all its 22 municipal entities.

The legislation in the field of the public and municipal procurements imposes quality requirements and transparency of procurement procedures. Therefore the increasing number of regions passes to centralized operation with purchases: such approach provides significant savings of budgetary funds, and it is especially important in present conditions of reduction of regional and municipal budgets. For the solution of these tasks the finance department and budget policy of the Belgorod region together with BFT company implemented the project on creation of the unified information system of purchases of the Belgorod region according to requirements of the legislation on a contract system.

One of pluses of centralization is a standardization of purchasing processes. Today, thanks to creation of a regional information system, more than 2000 participants of purchases from all municipal entities of the Belgorod region use uniform templates of regulating documents (contracts, requests, documentation). At the same time in cases of changes of the federal and regional legislation users "ATsK-Goszakaz" receive notifications at once – a system in the automatic mode keeps track of relevance of the regulatory base in the field of purchases. This functionality allows customers of the Belgorod region to exclude penal and other sanctions when holding procurement procedures.

The single system of purchases of area provides ordering and unification of price indicators on the same types of products due to implementation of monitoring of the price of purchases of compliance to standard prices. Now if the price of goods or service does not correspond to the recommended price criteria, then the supplier just is not allowed to participation in competitive procedures. Besides, a system allows to obtain in real time the unrolled analytical and reporting information on all purchasing processes of area thanks to what the finance department and budget policy of the Belgorod region can quickly react to any violations when carrying out purchases.

In the Belgorod region the active policy on effective and sustainable development of the region is conducted. So, early the centralized system of budget implementation based on "ADC-Finance" was created and the automated system of planning of the budget of "ADC-Planning" is implemented. The integration "ATsK-Goszakaz" with these systems creates a continual loop of budget process that will provide in the future successful interaction with the federal system "Electronic Budget" and the unified information system (UIS) in the field of purchases. And integration with the Official website of the Russian Federation (zakupki.gov.ru) and electronic marketplaces allows to exchange any necessary information quickly.
