Content

On November 5, 2015 United Instrument Manufacturing Corporation (UIMC) announced project completion of system implementation of control of a power supply of the military personnel on 600 objects of the Ministry of Defence of the Russian Federation[1].

Project Tasks

The supplier and the system integrator of the automation system of an army power supply - Central Research Institute EISU in cooperation with I-Teco company.

By MO Russian Federation estimates, automation of army dining rooms can reduce costs of department for the amount to 3.5 billion rubles annually.

Terminal of system (2014)

Project cost does not reveal. Media assume - the tender of MO Russian Federation for implementation was held behind closed doors. Not taken place biddings of the Ministry of Defence on its implementation which took place in 2014 can give an idea of budget costs for the project, then the starting price of the tender of 677 million rubles was stated.

Project Progress

The complex of the automation system of army dining rooms consists of the managing server and two infomats with touch screens and biometric sensors which read out fingerprints.

On the server registration and accounting of the military personnel and also the order of a power supply and report generation about activity of the dining rooms, including quantity eating on each meal is executed.

One of infomats is intended for identification of the military personnel on fingerprints on the line of distribution when receiving a power supply. Depending on the size of the dining room and the number of lines of distribution, several infomats for removal from an allowance and receiving a power supply can be installed.

Other infomat is intended for a mark by the military personnel of days and meals which it will miss. Having these data, a system calculates necessary quantity of products and plans a diet of divisions depending on the diagram of business trips, exercises, tasks connected with a re-deployment, etc. actions.

Reported a MIC - in automatic system infomats in anti-vandal execution are used, are developed especially for the project by request of a MIC by Kraftvey company. The dactyloscopic sensors used in a system are delivered by Sonda company.

The possibility of identification of the military personnel is stated by method of dactyloscopy in terms of reference, however a system acts on practice flexibly and can be recustomized on other methods of identification, including using the system of electronic military IDs. The customer did not set a task of automation of process of distribution of food.

Project Results

Process of system implementation took about half a year.

For November 5, 2015 602 objects of an army power supply in the territory of the Russian Federation are automated.

Project Development

On November 15, 2016 the press service of United Instrument Manufacturing Corporation announced implementation of an automated system of control of a power supply of the military personnel by request of the Ministry of Defence.

The system designation - precisely to plan a staff diet, to optimize budgeted expenses on the maintenance of army dining rooms[2].

The automated system of control and the order of a power supply is entered by order of the Minister of Defence of the Russian Federation in all table armed forces where the number of staff exceeds 150 people. With introduction of this system the military personnel had an opportunity to independently remove themselves from an allowance and to put themselves on an allowance. For example, for the period of the business trip or exercises. At the expense of it the quantity of expenses decreases, money for power supply payment is saved.

Informat of a system on distribution of a power supply in military unit of the Eastern Military District, (2015)

According to experts to whom the blagoveshensk.ru edition referred, in scales of the whole country the control system will allow the Ministry of Defence to save about three and a half billion rubles a year[3].

For November 16, 2016 the control system of a power supply is installed on 700 objects of the customer in the territory of Russia and abroad.

System development as a part of a MIC is conducted by the Central scientific research institute of economy, information science and management systems. According to the statement of the press service of developer company, from the moment of implementation a system helped the Defense Ministry to save up to 1.5 billion rubles. The company did not announce start date of operation of a system by the customer.
