2 higher education: History Department of Lomonosov Moscow State University (diploma with honors) and the Open University Business School (OUBS) (United Kingdom) (professional diploma in management (MCI level 2)). Currently, he works as an adviser to the Director of the Department for Collection and Processing of Reports of Non-Bank Financial Organizations in the Central Bank of the Russian Federation. Member of the Investment Policy Committee of the Chamber of Commerce and Industry of the Russian Federation. Before moving to the Central Bank of the Russian Federation, he was a member of the Boards of Directors of the RVC Bio-Fund and the Venture Innovation Fund. Active participant in Russian venture fairs (speaker and member of the panel of judges).
The Central Bank of the Russian Federation deals with the problems of digitalization of financial markets, the introduction of modern reporting standards based on XBRL and FinTech innovation support. One of the key developers of the concept and a member of the Organizing Committee of the Kazan Forum of Innovative Financial Technologies Finnopolis (held jointly by the Central Bank of the Russian Federation, the Ministry of Telecom and Mass Communications of the Russian Federation and the Government of the Republic of Tatarstan).

The Russian Bank for Support of Small and Medium-Sized Businesses (SME Bank, part of the Vnesheconombank group), in particular, developed the Financing for Innovation and Modernization Program from scratch, the first full-fledged loan product for innovative projects on the Russian market (more than 300 were considered and more than 80 projects were financed in the amount of about 6 billion rubles).
30 years of experience in the field, information technology including as a regional manager of S.W.I.F.T. for the CIS countries. Among the latest projects ― the creation Moscow of a business matching system at the Government's Innovative Development Center: a platform for initiators of innovative projects, where they could receive support from infrastructure (business incubators, technology parks, etc.) and (financial investors, banks, leasing and factoring companies, etc.) partners of the Moscow Government, as well as declare their opportunities to participate in the city order.
Since 2002, he has been a co-owner and managing partner of the Marketing Plus consulting company (currently retired from management).
Currently, he teaches the author's course "Investment Project Management" for students of the MBA program "Investment Management" at the Banking Institute of the Higher School of Economics.
He has more than one and a half dozen publications on information, educational and business technologies.
