Victory in the lawsuit from the Federal Tax Service on the additional payment of 179 million rubles in taxes
On September 3, 2024, it became known that the Arbitration Court of the Moscow District in a dispute between the Federal Tax Service and VimpelCom (beeline brand) ruled in favor of a telecommunications company. In May 2018, VimpelCom notified the Federal Tax Service of 111 controlled transactions in the previous year, one of which attracted the attention of the department. The telco disputed the purpose of the review as the two-year deadline from the first notice was missed. As a result, the Ninth Arbitration Court of Appeal of the city of Moscow, after appealing against VimpelCom's decision of the first instance in favor of the Federal Tax Service, sided with the operator. The requirement of the Federal Tax Service to appoint a tax audit against the company was declared illegal. The tax department sent a cassation appeal to the Arbitration Court of the Moscow District, but it was dismissed.

Not outsourcing network development

Beeline continues to develop a mobile data network. Over the past two years, as many 4G base stations have been built as for the rest of the company's operation. In 2018, Beeline implemented the largest 4G network construction plan in its history. In 2019, the pace increased by another 30%, and Beeline became the leader in the speed of 4G network development among Russian operators. This was announced on February 21, 2020 by VimpelCom.
By doubling the 4G network, Beeline gave customers the opportunity to use more mobile Internet and prepared the IT infrastructure in advance for the next round of traffic growth. In 2019, traffic in the 4G network increased 2 times compared to 2018, and in two years the load on the 4G network increased 4 times. Over the past two years, on average, each client has consumed 2 times more Internet traffic.
The large-scale development of the network also prepared the infrastructure for servicing additional subscribers. The share of customers with 4G smartphones has grown more than 1.5 times in 2 years, including by providing 4G coverage in those territories where this technology was previously absent. At the end of 2019, the coverage area of the population with the 4G network increased by 12% compared to the beginning of the year and is 86%. More and more customers began to use high-speed Internet, and the share of the 4G network in the total traffic volume at the end of 2019 is 78%, having increased 2 times in two years.
Despite the constantly increasing load, the average speed of access to mobile Internet in the 4G network over two years increased by 33%. The speed was increased by the built base stations and projects to modernize the network and optimize the use of the frequency band. So in two years, the refarming of the frequencies of the LTE 1800 MHz network has almost been completed. Beeline Technical Directorate employees increased LTE bandwidth from 5 MHz to 10 MHz in 56 branches of the company and completed reframing work in 97% of branches.
