On April 27, 2022, the resignation of Sergei Matsotsky from the board of directors of VimpelCom was announced. The telecommunications company reported that the co-founder of the IBS IT group made such a decision of his own free will. According to TASS, the statement of the VimpelCom press service, from the moment of filing a notification of the refusal of his powers on the board of directors, Sergey Matsotsky stopped participating in meetings and absentee votes of the board of directors, and also does not receive information materials.
Matsotsky has been on the board of directors of VimpelCom since March 2021. The reasons for his departure are not reported. Earlier in April 2022, IBS owner Anatoly Karachinsky fell under US sanctions. Although the source of claims was Otkritie Bank ( Karachinsky was a member of the supervisory board of this credit institution), IBS may also fall under restrictions as a result, lawyers interviewed by Kommersant say.
The source of the publication on the information security market believes that for IBS sanctions are critical both in terms of equipment supplies, for example, for information security, and in terms of working with partners abroad.
Earlier in April 2022, the board of directors of VimpelCom left the financial director of the telecom holding Veon (owner of the Russian telecom operator) Serkan Okandan and the chief managing director of Alfa Bank Vladimir Verkhoshinsky.

In early 2021, Veon introduced independent directors to the board of directors of Kyivstar. They became the chairman of the board of directors of the pharmaceutical company Darnitsa Group Dimtriy Shimkiv (at different times he was deputy head of the Presidential Administration of Ukraine and head of the Ukrainian representative office of Microsoft), co-founder of the investment fund Diligent Capital Partners Daniil Pasko and chairman of the board of Naftogaz Ukraine Andrei Kobolev.[2][3]
