Spectrum is a national vendor of telecommunications solutions in the field of mobile communications. The company was created by Rostec State Corporation in 2021 to ensure the implementation of the roadmap for the development of the high-tech field "Fifth Generation Mobile Communication Networks." Spectrum is the developer of the system project and the organizer of the serial production of 5G solutions. Spectrum is engaged in the development and production of mobile communications solutions, the development of radio access networks, integration and development of network infrastructure. 2024: Bankruptcy Application
The Russian company Radio Test, which manufactures electronic equipment, has filed an application for bankruptcy of Spektr, which is part of Rostec. This became known on June 25, 2024 following a meeting of the Moscow Arbitration Court.
According to Kommersant, the reason for the statement was the failure to fulfill financial obligations under the agreements. In February 2024, the arbitration court decided to recover from Spectrum the amount under the supply agreement of 2022. Spectrum's problems are associated with the termination of state funding for the 5G base station development project.
Spektr was created in 2021 with the aim of producing base communication stations as part of the roadmap for the development of 5G networks in Russia developed by Rostec. However, in December 2023, a significant part of the subsidies was returned at the request of the Ministry of Digital Development, which led to the freezing of the project and staff reductions.
As the newspaper notes, for the period until 2030, the "roadmap" provides for financing the development of base stations for 4G/LTE networks, with the participation of Rostec and Spectra. Spectra expects to rectify the situation through Rostec's investments and new funding for the development of 4G technology.
Nevertheless, according to Kommersant, telecom operators do not use Specter equipment in their commercial projects. MTS In and VimpelCom, equipment was tested, but did not conclude contracts due to non-compliance with technical characteristics. Rostelecom MegaFon Nor is there a commercial relationship with "Spectrum."
Sanctions pressures forced Spektr to reorient itself to the construction of 4G/LTE base stations. The Ministry of Digital Development assured that all obligations under forward contracts for the production and supply of Russian LTE BSs concluded within the framework of the roadmap will be fulfilled, regardless of the court decision.[1]

Agreement with NRNU MEPhI for joint training of telecom engineers
Telecommunications vendor Spektr (part of Rostec State Corporation) on July 5, 2022 announced the conclusion of an agreement with the National Research Nuclear University MEPhI. Attraction of SevSU students for internship
Telecommunications vendor Spektr (part of Rostec State Corporation) attracted students of Sevastopol State University (SevSU) for an internship in the Moscow office. Joint research activities with MTUCI in the field of 5G
The Moscow Technical University of Communications and Informatics (MTUSI) has concluded an agreement with the telecommunications vendor Spektr (part of Rostec State Corporation) on joint research activities in the field of 5G and subsequent generations of cellular communications. Plans to train telecom engineers together with LETI

Development of telecommunication equipment from Sozvezdiye Concern to Spektr
On January 25, 2022, Rostec announced the transfer of telecommunications equipment developers from the Sozvezdiye concern to Spektr. The combined team will create a radio subsystem for 5G networks.
According to the press service of Rostec, Vadim Belyavsky, who served as Deputy General Director of Globalinformservice JSC (GIS, part of the Sozvezdiye concern), moved to Spektr as Director of the Department for Research and Development of Solutions for the Radio Subsystem. Together with him, a team of engineers moved to Spektr, creating the first Russian LTE-Advanced R45F base station. The GIS at the disposal of the developers had the most modern laboratory in Russia for the development and testing of equipment for the radio subsystem of 4G/5G mobile communication networks. This laboratory is also transferred to Spectrum.
It is noted that the GIS team has become the basis of this department, by the end of January 2022 it is being significantly expanded: Spektr continues to recruit engineers and programmers.

According to the Unified State Register of Legal Entities, the authorized capital of the company in December 2021 was increased from 10 thousand rubles to 4.5 billion rubles. 2021: Creating the "Spectrum"
Rostec State Corporation on August 20, 2021 informed TAdviser about the formation of a national vendor of telecommunications solutions for 4G, 5G and the next generations of communication. Vasily Brovko, Chairman of the Board of Directors of Spektr LLC, initiated the project for the development of 5G technologies and oversaw it from Rostec.
