2021: Creating the "Spectrum"

Rostec State Corporation on August 20, 2021 informed TAdviser about the formation of a national vendor of telecommunications solutions for 4G, 5G and the next generations of communication. The specially created company was called "Spectrum" and will implement the roadmap for the development of 5G and will provide mass production. Vasily Brovko, Director for Special Assignments of the Corporation, Pavel Smirnov, who previously held the position of General Director of the Research Institute "Scale," will become the Chairman of the Board of Directors of Spectrum.

Ростех создает национального производителя решений для mobile communication

The establishment of Spectrum (100% of the State Corporation's participation) has become the final stage of the State Corporation's preparatory work for the creation of Russian 5G technologies. For the Russian market, the model of organizing work on the development of high-tech solutions through the formation of a specialized organization while ensuring the contribution of subsidies to the authorized capital is a design that ensures proper control over the spending of budget funds along with a direct connection between the approved roadmap and the upcoming practical activities.

Under the leadership of Vasily Brovko, the project was brought from the stage of the idea to the beginning of operating activities in two years. The model of organizing the interrelated responsibility of the Government of Russia and the Corporation implemented by him can become an example for the subsequent development of tools to support state innovations,

Vasily Brovko, Chairman of the Board of Directors of Spektr LLC, initiated the project for the development of 5G technologies and oversaw it from Rostec. Under his leadership, a roadmap for the development of "end-to-end" digital wireless technologies in Russia was developed and adopted by the government in 2019. After the conclusion in July 2019 of the Rostec agreement with the government on the development of the high-tech area of the economy "Fifth Generation Mobile Communications Networks," he became co-chairman of the Rostec Architectural Council on 5G and oversaw the development of a roadmap for the development of 5G technologies in Russia, approved by the government in November 2020.

File:Aquote1.png
The Rostec team led by Vasily Brovko was assembled in such a way that its high competencies in structuring and developing systemic projects at the federal level, as well as experience in forming cooperation chains and industry partnerships, make it possible to best cope with a serious set of challenges in the development of Russian 5G and 6G technologies.
said Alexander Nazarov, Deputy General Director of Rostec State Corporation.

{{quote 'author = emphasized the general director of the United Instrument-Making Corporation (the management company of the Roselectronics holding) Sergey Sakhnenko.|The project for the development of 5G technologies in Russia has come a long way from an idea to its implementation largely thanks to the leadership of Vasily Brovko, who became the real engine of the project, established technological processes, and now we see one of the examples of structuring complex innovative projects with the formation of an entire market and effective activation of the entire industry. As part of the work on the roadmap, the project and personally Vasily Brovko gained a serious reputation among industrial specialists, thanks, among other things, to effective cooperation with Russian and international telecommunications companies. Therefore, it is not surprising that Rostec CEO Sergei Chemezov appointed Brovko to such a responsible post as the chairman of the board of directors of Spectrum. Under his leadership, "Spectrum" has a serious task to transfer the existing technological developments to the real production sector, }}

File:Aquote1.png
The technological partnerships that Spektr concludes on the Russian market will allow us not only to fulfill the national task of developing specific equipment, but also to achieve an ambitious goal - to create a global technological alternative. We plan in the future, together with partners, to offer the market a different approach to building communication networks based on trusted domestic solutions, network centrality and inclusivity,
said Vasily Brovko, Chairman of the Board of Directors of Spectrum and Director-at-Large of Rostec.
File:Aquote2.png

The established systematic approach to the development of the project will help stimulate the development of the Russian market for solutions in the field of mobile communications due to the growth of scientific activity, educational programs and measures to develop personnel potential. In the near future, Spektr LLC plans to create technical and production cooperation around the company for Russian equipment manufacturers in accordance with the developed system project for the production of solutions for 5G communication networks. The creation of such cooperation will allow, under the leadership of the Director General of Spectrum, to send the necessary funds to the civil radio-electronic industry of Russia, give impetus to the development of high-tech solutions and investments in research activities. The company will also soon determine the need for production facilities and decide on the need to build capacities in the Russian Federation.
