2021: Creation of a network security competence center in conjunction with S-Terra CSP

In St. Petersburg, a network security competence center is being created on the basis of a technological partnership between the Concern NII Scale JSC and S-Terra CSP LLC. This was announced on April 2, 2021 by the Avtomatika Concern. The goals and objectives of cooperation are the creation of a high-tech line of network security tools on the domestic electronic component base and the development of the competencies of Russian developers to ensure cybersecurity in the social sphere and the military-industrial complex. The first jointly developed network security devices are expected at the end of 2021.

At the beginning of April 2021, companies are jointly testing prototypes of a modular crypto device as part of general-purpose firewalls. The companies plan to create compact network security devices with built-in cryptography for use: from gateways for IoT devices and subscriber access devices to full-format firewalls.

The pilot project is the creation of a hardware and software cryptographic device of a modular type based on existing solutions and developments. The cryptomodule was created on a domestic electronic component base in the form factor of a single-board computer and is designed to be embedded in a class of network security devices such as firewalls, routers and telecommunications equipment for various purposes. 2019: Appointment of a grant as Minpromtorg to the staff of Avtomatika concern

2016: Creation of a joint venture with Rostelecom's daughter on the basis of Bulat

Rostelecom and the United Instrument-Making Corporation (OPK), which is part of the Rostec state corporation, announced in May 216 the creation of a joint venture for the production of telecommunications equipment. The basis for this enterprise was Bulat, a subsidiary of the Russian telecommunications equipment manufacturer Qtech.

Rostelecom, represented by its "daughter" Vestelcom, received 37.5% of Bulat shares. The Scale Research Institute, which is part of the defense industry complex, will have the same amount. The remaining 25% of Bulat shares will remain with Qtech. Previously, Qtech had 52%, Taigibov Temirlan Taigibovich 47%. 2012-2015

  • Since 2012, JSC NII Scale has been operating a test bench implemented on the IXIA platform for testing IP networks, telecommunications equipment and service delivery platforms. A distinctive feature of the stand is the ability to test the developed equipment, networks, various applications for compliance with RFC, international recommendations and specifications.
  • In December 2012, in Moscow, the Research Institute "Scale" was awarded in the nomination the best research enterprise in the framework of the All-Russian competition "100 best enterprises and organizations of Russia - 2012."
  • On September 1, 2014, at the Research Institute "Scale," the basic master's department "High-Performance Telecommunication Networks (VTKS)" of the St. Petersburg National Research University of Information Technologies, Mechanics and Optics (St. Petersburg National Research University ITMO) was opened.
  • In September 2015, at the Faculty of Information Systems and Geotechnology of the Russian State Hydrometeorological University, the basic department "Design of Protected Telecommunication Systems" (PZTKS) was created at the Research Institute Scale JSC.

1897-1991

  • The history of the company begins in 1897, when the St. Petersburg Telephone Factory was founded (Russian joint-stock company Erickson & Co., Erickson Telephone Plant), which produces telephone sets, switches, military field devices, devices for controlling fire of naval artillery and coastal defense artillery.
  • The Erickson Telephone Plant was renamed the Krasnaya Zarya Petrograd Telephone Plant in 1922.

  • In 1953, the Research Institute of Electrotechnical Devices (NII ETO) stood out from the Krasnaya Zarya plant, the main activity of which was the creation of technical means of data transmission and phototelegraphic equipment. The customers of these means were the air defense troops, the Navy, the Space Forces. Complexes of technical means of data transmission created by the Research Institute of ETU, Araks, Aragva, Weather, Accord-SS-PD, Accord-SS-PS and a number of others are still in operation in the Ministry of Defense of the Russian Federation.
  • In 1964, the Krasnaya Zarya production association was formed, transformed in 1972 into the Leningrad Scientific and Production Association (LNPO).
  • In 1972, the Research Institute of ETO became part of the Krasnaya Zarya LNPO and continued its activities in the development of technical means and data transmission systems, voice, fax and telegraph information of various secrecy stamps for customers represented by the KGB of the USSR, the National Assembly of the Armed Forces of the Russian Federation, 12 departments of the Ministry of Defense of the Russian Federation, Ministry of Civil Aviation, Air Defense, Space Forces, Navy.
  • The history of the enterprise as an independent legal entity begins in 1991, when the research institute "Scale" was formed on the basis of the data transmission units of the Krasnaya Zarya LNPO, focused at that time on the most promising and breakthrough directions in the field of telecommunications - the development of secure Internet technologies, namely, secure multi-service networks with special and dual-purpose packet switching, network management and security management systems, as well as other Internet technologies.

JSC NII Scale is part of JSC Concern Avtomatika of Rostec state corporation, and therefore, in accordance with the corporation's development strategy (promoting the development, production and export of high-tech industrial products), in its activities it strives for goals in two main directions - state (special) and commercial:

  • promotion of innovative development of the radio-electronic and telecommunication industry in Russia;
  • creation of products with a high share of intellectual property to ensure competitiveness in the markets of high-tech products.

The main purpose of the company's activity is to extract commercial benefits through the implementation of its own competitive technologies and products, the main share in the structure of added value of which is formed due to the results of its own intellectual activity, as well as subsidiaries and partners.

In the strategic plan, the Research Institute "Scale" identified tasks and key indicators until 2021, such as: increasing net profit, achieving technological leadership, increasing the level of competitiveness of products and services, building an effective personnel selection system, commercializing technologies, products and services.

Ideology

The chosen ideology of the company's products formation is based on the principle of separation software from the hardware platform.

This principle corresponds to the global concept of creating a software-defined infrastructure (SDI). The applications and the physical hardware on which they run are separated and fully controlled by the software, maximizing flexibility, availability, and efficiency.

The scheme presents a practical embodiment of the SDI principle by the Research Institute "Scale":

  • Separation of software and hardware components - use of general-purpose servers;
  • Use of operating systems based on Linux, including domestic developments:, Astra Linux, Alt Linux OS; Elbrus
  • Application of domestic schematic engineering solutions (if possible);
  • The ability to include various processor architectures in hardware platforms - the transition to Russian-made processors.

The principle of software abstraction from the hardware platforms used allows the company to maximize the use of unified hardware (general-purpose servers of its own design or purchased from partners and suppliers) as part of its own hardware and software products.

Research Institute "Scale" does not exclude the possibility of using specialized network processors, programmable logic integrated circuits in final products.

Major achievements

  • Data transmission system (SPD) "WEATHER" (1967-1975) (Hydrometeorological Service of the USSR) - exhibited at the Exhibition of Economic Achievements of the USSR.
  • The integrated network of classified transmission of telegraph, facsimile, voice information and data "RODNIK-2" (1979-1984) (GKB USSR) is the country's first multifunctional departmental encrypted communication system.
  • The ISTOK system (1986-2018) (KGB of the USSR - FAPSI - FSO) has been successfully functioning for several decades in the FSO, is an interstate system, and its modernization is currently underway.
  • The data exchange system (SOD) of the automated information exchange system (ACOI) "PROSTOR-R" (1995-2006) (Space Forces) - this is the first network in the Ministry of Defense built using packet switching technology, put into operation.

Interaction with universities

  • In May 2014, at the St. Petersburg National Research University of Information Technologies, Mechanics and Optics (St. Petersburg National Research University ITMO), the basic master's department "High-Performance Telecommunications Networks" was created at the Faculty of Computer Technologies and Management, and later in 2016 the master's program "Technologies for the Development of Telecommunications Systems" was opened. In 2017, a transition was made to the network form of implementing part of the corporate educational program of the master's degree with the provision of specialization "Telecommunications Systems."
  • In the summer of 2015, at the Russian State Hydrometeorological University (RSGMU), the Faculty of Information Systems and Geotechnology created the basic department "Design of Protected Telecommunication Systems" as part of the training of specialists in the specialty 10.05.02 "Information Security of Telecommunications Systems."
