2026: Ministry of Industry and Trade fined SKTB ES 274 million rubles for late production of military chips
The Ministry of Industry and Trade imposed a fine of 274 million rubles on the company "Specialized Design and Technological Bureau of Electronic Systems" ("SKTB ES"). The recovery is associated with a delay in the execution of the contract for the development of a microcircuit for the military-industrial complex. The documents on the imposition of the fine are dated February 2026, although the deadline for the work expired on November 30, 2017.
The contract between the department and the enterprise was concluded in November 2015. According to the materials of the claim, as of the end of January 2026, the contractor did not provide prototypes of the product. The delay period was 2527 days.
The subject of the contract was the development of a radiation-resistant 12-bit analog-to-digital converter (ADC) with a conversion frequency of more than 1 GHz. The work was carried out within the framework of the subprogram "Accelerated development of the military-industrial complex."
Explaining the technical complexity of the task, an expert at the State Center for Scientific and Technological Expertise (RINCCE), RANEPA teacher Dmitry Pshichenko said that this device is designed to convert ultrafast analog signals into digital form. Such components are critical for radar stations, satellite communications, on-board spacecraft electronics, and electronic warfare systems.
According to Dmitry Pshichenko, the creation of such a chip is a task of a high level of complexity that requires a developed school of analog circuitry. At high speeds, the questions of noise, parasitic capacities and synchronization accuracy become crucial. Dmitry Pshichenko noted that even the process of copying a foreign analogue will not allow you to quickly establish the production of such equipment without your own technical process and design competencies.[1]

2014
According to information as of April 2014, the products of SKTB RT OJSC are widely used both in ground and on-board equipment of rocket and space, aviation and marine equipment, in newly developed air defense systems, in communication, signaling and control equipment.
By 2015, OJSC Special Design and Technology Bureau for Relay Technology (part of the holding Roselectronics State Corporation) Rostec will increase the volume of military and civilian products to 327 million, in rubles 2013 this figure amounted to 275 million rubles.
The growth of production is expected mainly due to an increase in labor productivity, the introduction of new technologies and an increase in the professional skills of employees. Currently, the company is actively pursuing a policy on the technical re-equipment of production and automation of design processes for new products.
