One of the main activities of the MIAC is information and analytical support for the health management system. MIAC conducts a city policy on informatization and organizes information interaction of medical institutions in order to improve the efficiency of the city's health care system. In addition, MIAC provides information support to citizens, pharmaceutical and medical workers on medical and social assistance and drug provision.

2023: The court confirmed the violation of competition in the construction of a unified medical IT system in St. Petersburg
On October 30, 2023, the Thirteenth Arbitration Court of Appeal confirmed the fact of violation of competition in procurement for the formation of a digital health care circuit in St. Petersburg in 2019-2020.
The court sided with the OFAS in St. Petersburg, while the appeal of the organizers of the awards - the Health Committee and the St. Petersburg MIAC - remained unsuccessful.
During the investigation of the Antimonopoly Tip Service FSB , it turned out that the Committee and the MIAC, when implementing the project to build a digital circuit based on the Uniform State Health Information System, entered into a conspiracy and agreed in advance on the format and scope of necessary work with some IT companies. Moreover, the tasks were specially designed so that potential performers knew the distribution of the type of MIS by medical organizations. Because of this, one company entered most tenders. 170 trades were recognized as non-competitive.
The proceedings between the OFAS and the participants in the conspiracy have been going on since 2022. Initially, the arbitration court sided with the Committee and the MIAC, but in the subsequent instance heard the argument of the regulator. The court recognized that instead of clinics, IT companies became customers who made changes to the TA. Contractors began work even before the start of official bidding, which violates competition laws.
