Biography

In 2008 Ivan Parkhomenko graduated from the Amur state university in Management. In 2015 - Institute of the international social and humanitarian relations in Moscow in the "Public and Municipal Administration" direction.

Since September, 2012 worked in RT Labs, subsidiary company of Rostelecom where performed functions of the account manager on several regions: Moscow region, Ryazan region, Belgorod region, Oryol region, Bryansk region. Directed projects on implementation of public contracts within the federal program "Information Society".

Three years worked in Integriks company, at first the head of projects of system integration, later - the Deputy CEO.

Since 2016 held a position of the director of work with government institutions in Digital Design company.

Work in DIT of Moscow

After that worked in the Moscow Department of Information Technology (DIT), in division of Smart City Lab which main objective - to find new interesting technologies and to approve them in the territory of the city.

Directed projects of the town-planning Smart City Lab complex. One of them - a pilot project Smart quarter near Maryino where implementation of advanced technologies in the existing housing estate for quality improvement of life, comfort, security and also expense optimization of inhabitants and the city is given a dry run.

Minister of digital development of Murmansk region

In February, 2020 Ivan Parkhomenko was appointed to the position of the minister of digital development of Murmansk region, reported the portal of the government of the region. On February 17 the governor of Murmansk region Andrey Chibis provided Parkhomenko in the government during the operational meeting.

The ministry of digital development of Murmansk region is new department. It was created at the end of 2019 based on earlier operating regional Committee on information technology development and communication. Functions on formation and implementation of state policy of Murmansk region in the field of development of digital technologies, communication and telecommunications, information security, use and development of regional state information systems, digital transformation of the public and municipal services, quality improvement and availability of the public and municipal services are assigned to the ministry. Also department is responsible for legal regulation in this sphere in the region.

Andrey Chibis before appointment as the head of Murmansk region in March of the 2019th held a position of the deputy minister of construction and housing and public utilities, was responsible for implementation for implementation of the departmental project "Smart City". On and Ivan Parkhomenko interacted earlier within work of subgroup "Digital technologies of management in the field of housing and public utilities (The smart city)" of the working group "Communications, Communication, Digital Economy" of the State Council of the Russian Federation which member is Parkhomenko. In September of the 2019th Andrey Chibis held a meeting of subgroup and noted that Murmansk region is interested in obtaining the maximum effect of digitalization of municipal economy.
