On June 27, 2018 T8 company reported that it completed the big project on the organization of a data network for macroregional branch "Severo-Zapad" of PJSC Rostelecom.

The project included upgrade of trunk channels and fall forward of communication up to 100 Gbps for 47 sections of network of different extent. For upgrade the high-speed coherent 100 Gbps the DWDM equipment "Volga" developed and made in Moscow were used. Total length of again organized communication channels was more than 4200 km. For project implementation it was not required to update cable infrastructure, the installed equipment uses already existing communication fiber lines. As a result of upgrade on some sections of network capacity is increased up to 1.4 Tbit / page.

Work on updating of networks covered five regions: Arkhangelsk, Vologda, Leningrad, Novgorod regions and Komi Republic. In 43 localities replacement of the equipment by the modern telecommunication Volga platform is made.

Project implementation allowed to increase network transmission capacity significantly. Thanks to coherent 100 Gbps of the equipment at residents of the Northwestern Federal District the quality of Internet connection will increase. The network is built taking into account high requirements to reliability of network – reserve routes, and delays of the transmitted signal in it are organized are minimum that it is so important for business and fans of computer games. Thanks to high capacity of the received communication channels, inhabitants of North-West Region will use more comfortably modern cloud services.

Volga passed state examination and is entered in the register of the innovation products recommended for purchases within 94-FZ and 223-FZ and can be a basis for creation of trunk and zone data networks for the public authorities (PA). The Volga platform has the status of the telecommunication equipment of the Russian production (TERP) confirmed Ministry of Industry and Trade RUSSIAN FEDERATION. Active use of the Volga DWDM platform when implementing the national program "Digitalization of economy of Russia" is planned.

On May 31, 2016 Rostelecom summed up the request for proposals results on supply of equipment of DWDM, the software, providing licenses of the software and rendering services within project implementation in development of a backbone transport network in 2016 - 2018. The relevant information is published on the portal of state procurements[1].

4 companies were called winners of request for proposals: integrator "Inlayn Telecom of Solutions", Russian producers "T8" and "Damask steel" and also distributor "Diona company".

Rostelecom selected suppliers of the DWDM equipment on the 6-billion tender

With the first winner – the Inlayn Telecom of Solutions company - will sign the agreement worth 2.7 billion rubles. The agreement price with the second winner - "T8" - will be 1.8 billion rubles. With Bulat company it is going to sign the agreement at the price of 1.2 billion rubles, with Diona - for 300 million rubles. In all cases the duration of the agreement - till December 31, 2018 inclusive.

As reported TAdviser in Rostelecom, "Inlayn Telecom of Solyushins" will deliver platform 1830PSS-xx of production Nokia (ex. Alcatel-Lucent), Diona Company - the DTN-X platform of production Infinera, "T8" - the self-produced equipment - the platform "Volga", "Bulat" - the OptiX OSN x800 platform of production of Huawei.

It should be noted that on final points the fourth place was taken by Technoserv company. Despite it Diona Company became the fourth winner, and "the second place after winners" is appropriated to Technoserv. In the protocol of summing up this situation is not explained in any way.

The jump from the last place on the first Inlayn Telecom of Solutions companies looks also interesting. On May 26 after holding the first procedure of rebidding "Inlayn Telecom of Solutions" held the last 11th place in the applicants list, offering the highest cost of technical solution among all companies - $52.1 million. However, already on May 31, according to the results of repeated rebidding "Inlayn Telecom of Solutions" came out on top, having reduced the cost of the proposed solution more than twice to $20.6 million.

According to the protocol published on March 25, 2016 bids were submitted by 12 companies. The cost of technical solutions offered by 11 participants in the requests can be seen in the table below. The request IRE-Polus was rejected, because of mismatch to requirements of documentation.

Purchase subject

According to documentation, the DWDM supplied equipment (Dense Wavelength-division multiplexing, the technology of wavelength division multiplexing allowing to transfer at the same time several information channels on one optical fiber at different carrier frequencies) should have a possibility of increase in number of lengths of waves up to 80 without interruption of the operating communications. Each wavelength should provide information transfer with a speed up to 100 Gbps inclusive.

The equipment of DWDM should have the built-in centralized matrix of switching of OTN supporting functions of cross-switching and multiplexing of low-speed signals in high-speed for all ODU (0,1,2,3,4) levels. Besides, in the equipment support of ASON technology (or its analogs), support of the mode of optical input-output of OADM (Optical Add/Drop Multiplexing) of any number of lengths of waves in each of the directions of reception-transmission (up to 2 directions), support of the mode of optical input-output of ROADM (Reconfigurable Optical Add/Drop Multiplexing) of any number of lengths of waves in each of the directions of reception-transmission should be provided (up to 8 directions). The organization of the new direction at the same time should be performed without interruption communications in the directions organized earlier. Detailed requirements are described in documentation.

All offered DWDM equipment which earlier was not established on network of Rostelecom should pass preliminary test with obtaining the positive conclusion about a possibility of its use for networks of the operator.

In addition, by the time of commissioning all equipment should have the certificate of conformity of the Ministry of Telecom and Mass Communications of the Russian Federation. The approval certificate of type of measuring instruments issued by federal executive authority in the field of technical regulation and metrology should be in addition provided for instrumentations. The software tools necessary for functioning of the equipment should be delivered together with the equipment and have validity period not less than 20 years. Installation of software tools with validity period of licenses is not allowed less than 20 years.

The address list on which the equipment should be supplied includes 288 communication hubs through the whole country. Delivery date cannot exceed 120 calendar days from the moment of signing of the contract.

In the technical project of Rostelecom it is said that the proposed technical solutions (set of the equipment, copies of software and licenses and also services) should include the equipment of one of the following producers: Alcatel-Lucent, Huawei, NEC, Infinera, Coriant, ECI, "T8". At the same time, technical solution should be developed based on only one producer.

The last condition is caused by an exception of possible incompatibility between the equipment of different producers when implementing the proposed technical solution, told TAdviser in Rostelecom.

The starting (maximum) price of the contract was 6 billion rubles.

Similar purchases

Recently, at the end of 2015, Rostelecom already carried out equipment procurement of DWDM, the accompanying software and licenses. Delivery was performed in the form of purchase at the only supplier – T8 company. The cost of the contract[2] made about 900 million rubles with a term of a contract from February 16, 2016 to December 31, 2018].

Let's remind also that on March 9, 2016 it became known that to state companies and the companies with state participation can prohibit to buy foreign telecommunication equipment if there is a similar Russian. According to Izvestia, the relevant draft resolution is developed by Minpromtorg.
